About the role

The Oregon Department of Human Services (ODHS) Office of Financial Services (OFS) is seeking a skilled professional with strong knowledge of accounting, budgeting principles, and automated financial transaction systems. OFS operates as a shared financial service for ODHS and Oregon Health Authority (OHA), ensuring honesty, integrity, and accountability by providing accurate, responsive financial management and business services in support of ODHS and OHA missions and in compliance with state laws and federal policies.

This position serves as the OFS liaison, working with stakeholders to develop new systems and provide consultative guidance on administrative, policy, programmatic, and financial management. It collaborates with partners to evaluate programs and systems, identify risks, and develop long-range implementation plans.

Responsibilities

  • Interpret complex regulations affecting financial processes and align new policies and procedures with automated, streamlined financial systems.
  • Translate business needs into accounting and budget requirements, ensuring solutions comply with GAAP and state/federal laws.
  • Accounting functions:
    • Analyze and resolve complex accounting and reporting issues, ensuring necessary infrastructure adjustments.
    • Ensure compliance with legislative statutes, GAAP, and budgetary rules; maintain internal controls to prevent fraud.
    • Oversee integration with financial sub-systems and verify all mandatory reporting requirements.
  • Reporting and analysis:
    • Independently assess, document, and map current and future business operations and processes.
    • Extract and assemble financial data from complex systems for managerial reporting.
    • Monitor performance metrics and integrate them into financial processes; test, audit, and validate improvements.
  • Project management:
    • Balance competing priorities to create effective action plans and facilitate resolution among stakeholders.
    • Serve on task forces and committees to build consensus on financial functionality, policies, and procedural changes.
    • Deliver recommendations orally or in writing.

Requirements

  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four (4) years of professional-level evaluative, analytical, and planning work.
  • OR any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.

Skills

  • Experience analyzing financial data to detect trends, variances, and risks, and using those insights to make data-driven recommendations.
  • Experience applying critical thinking to make timely, well-reasoned decisions in fast-moving, complex situations.
  • Experience analyzing workflow challenges, identifying root causes, and driving effective corrective actions.
  • Experience delivering high-quality service by proactively anticipating customer needs and consistently exceeding expectations.
  • Experience interpreting and applying complex rules and regulations related to accounting, finance, or business processes.

Working Conditions

  • Standard professional work schedule.
  • Initial training is conducted in person at the Salem office for approximately three weeks (five days per week). The training period may vary based on experience and business needs.
  • After successful completion of training, this position is eligible for a hybrid work schedule. Hybrid schedules require up to two in-office workdays per week, with additional on-site days as needed during periods of increased workload.
  • Works in an integrated environment with diverse programs, partners, and staff.
  • Serves a diverse range of customers with compassion and professionalism through a trauma-informed lens.
  • General work conditions include a high-stress environment due to a high-volume workload with short time frames. Priority and scope of projects must be intensely monitored, and frequent adjustments are required.
  • Requires a valid driver’s license or other acceptable method of transportation for travel.

Background Checks

  • If selected as a finalist, a criminal history and background check will be conducted. Adverse findings may lead to disqualification.
  • The Oregon Department of Human Services does not offer visa sponsorship.
  • Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm work authorization.

Pay

$6,834 - $10,076 per month
