About the role

The Oregon Department of Human Services is seeking an Operations & Policy Analyst 3 to join the Office of Safety, Oversight, and Quality Unit (SOQ). The SOQ mission is to ensure the safety of aging adults and adults with disabilities served by the department through consistent, efficient, and effective oversight of service providers across the continuum of care.

The unit is responsible for statewide licensing, regulatory, and corrective-action functions for Adults and People with Disabilities (APD), including adult foster homes, Assisted Living Facilities, Residential Care Facilities, and nursing homes. The target populations are all Oregon citizens who reside in SOQ-regulated care settings.

Responsibilities

  • Provide leadership, direction, and consultative advice to the Community-Based Care program (CBC) to develop program information concerning licensing and survey procedures, particularly in response to SB 739 (2025).
  • Prepare and amend summary explanations of the licensing and survey process for facilities as CBC program rules, policies, and procedures change.
  • Develop and write complex policies, rules, and legislative concepts.
  • Evaluate program operations and services; conduct quality assurance to oversee compliance with regulations and program goals.
  • Serve as the statewide policy contact and resource for local offices and licensed facilities regarding licensing and survey processes and requirements.
  • Provide complex regulation and rule interpretation and technical assistance to agency staff, surveyors, providers, partners, and the public.
  • Lead rule development and work with the Department’s Contracts and Procurement Unit.
  • Review and analyze licensing activities.
  • Participate in training for DHS/APD/AAA staff, providers, and partners on facility services; state and federal rules, policies, and procedures; and Titles XVIII and XIX of the Social Security Act.

Requirements

  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the required knowledge and skills; and 4 years of professional-level evaluative, analytical, and planning work.
  • OR any combination of experience and education equivalent to seven years that supports the knowledge and skills for the classification.

Skills

  • Excellent oral and written communication skills for stakeholder and partner interactions.
  • Experience reading and interpreting state and federal rules, laws, and supporting documentation.
  • Ability to work under pressure to meet frequent deadlines and adjust to changing priorities.
  • Experience working with individuals from diverse backgrounds and varying educational and professional levels to promote compliance with regulations and standards.
  • Experience in Aging and People with Disabilities programs.

Working Conditions

  • Occasional travel, including overnight stays, in variable road and weather conditions.
  • Must be able to attend in-person meetings and trainings at the Tigard office.
  • Flexible working hours, which may extend beyond normal business hours.
  • Hybrid work arrangement.

The Oregon Department of Human Services does not offer visa sponsorship. Pay

$6,276 – $9,644 per month.

Schedule
