About the role

Join the Behavioral Health Service Delivery team to support programs that improve access to care for Oregonians—from crisis support to services for children, adults, and older adults. You will serve as a key advisor on major projects and plans, analyzing system operations, identifying problems, and recommending solutions. Your work will shape program operations, drive process improvements, and help design tools that enhance service delivery for those who need it most.

This role leads research and planning efforts, collaborates with experts, troubleshoots challenges, and keeps large projects on track. You will also help design efficient workflows, support long-term planning, and ensure staff have the resources they need. Additionally, you will work with partners across Oregon to share clear, actionable information with leaders and community groups.

Responsibilities

  • Analyze behavioral health system operations, identify gaps, and propose solutions to improve service delivery.
  • Lead complex research and planning initiatives, including data analysis, strategic planning, and cross-agency collaboration.
  • Develop new processes, tools, or policies to enhance program efficiency and effectiveness.
  • Oversee operational functions, including staff coordination, workload management, and workflow design.
  • Support partners in applying findings and implementing changes to improve system performance.
  • Facilitate interdisciplinary workgroups, manage contractor procurement, and oversee budgeting for system improvement projects.
  • Provide guidance to leaders and community groups based on research and evaluation findings.

Requirements

  • A Bachelor’s Degree in Business/Public Administration, Behavioral/Social Sciences, Finance, Political Science, or a related field; and four years of professional-level evaluative, analytical, or planning work.
  • OR any combination of experience and education equivalent to seven years supporting the required knowledge and skills.

Skills

  • Extensive knowledge of Oregon’s behavioral health system, including its service continuum, challenges, and opportunities for improvement.
  • Commitment to equity, with experience applying equity-centered approaches to reduce disparities for underserved communities.
  • Familiarity with the statutory and regulatory framework governing behavioral health services (e.g., Oregon Revised Statutes, Administrative Rules, legislative processes).
  • Experience improving organizational operations through process design, policy development, project management, and operational best practices.
  • Ability to lead cross-agency or multi-partner initiatives, including strategic planning, facilitation, and research-driven system improvements.
  • Strong problem-solving skills to address operational challenges and support implementation of changes.

Pay

$6,276 – $9,644 monthly (non-PERS qualifying range). If the selected candidate qualifies for PERS, the salary range increases by 6.95%.

Schedule

Full-time, permanent position. Hybrid work arrangement with 5%–10% in-office time in Salem, Oregon.
