DISABILITY INSURANCE PROGRAM MANAGER II

About the role
The Disability Insurance Program Manager II provides administrative leadership for a large-sized field office, ensuring services are delivered in compliance with laws, policies, and procedures governing the Disability Insurance Program. This role emphasizes program integrity and proper duration control, oversees personnel actions, and helps administer the field office budget. The incumbent uses analysis and data-gathering tools for decision-making, maintains a marketing program to educate and partner with program customers, and complies with system security, internal control, and employee safety requirements. Additionally, this position acts as a coach and role model to the management team and staff while supporting the Branch and Department’s vision, mission, values, and goals.
The incumbent contributes to the growth of the DI Branch into a customer-focused service organization by applying SDI Branch cultural principles and is required to have knowledge of SDI Branch programs. Protecting program integrity by identifying and reporting suspected fraudulent claims and/or activities is a key responsibility.
This position is located at 5009 Broadway, Sacramento, CA, 95817, and allows for a hybrid telework schedule, subject to change under EDD’s telework policy. California Government Code Section 14200 requires employees to reside in California to telework. Employees may be required to report to the headquarters office as needed for operational needs or training.
Responsibilities
- Provide administrative leadership for a large-sized field office.
- Ensure compliance with laws, policies, and procedures governing the Disability Insurance Program.
- Oversee personnel actions to maintain appropriate staffing levels, capacity building, and open communication.
- Administer the field office budget effectively.
- Utilize analysis and data-gathering tools for decision-making processes.
- Maintain a marketing program to educate and partner with program customers.
- Comply with system security, internal control, and employee safety requirements.
- Act as a coach and role model to the management team and staff.
- Support the Branch and Department’s vision, mission, values, and goals.
- Identify and report suspected fraudulent claims and activities to protect program integrity.
Requirements
- Knowledge of the principles of the SDI Branch programs.
- Ability to contribute to a customer-focused service organization by applying SDI Branch cultural principles.
- Residency in California is required for telework eligibility (California Government Code Section 14200).
- May be required to report to the headquarters office for operational needs, training, or scheduled in-office days.
Qualifications
This position is a Departmental Promotional exam for EDD employees only. Individuals who are currently in the classification, eligible for lateral transfer, reinstatement, have list or LEAP eligibility, or are in the process of obtaining list eligibility may apply. SROA and Surplus candidates are given priority.
Pay
$7,169.00 - $8,974.00 per month.
Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025).
Schedule
- Full-time, permanent position.
- Work Shift: 8:00 AM - 5:00 PM.
- Work Week: Monday-Friday.
- Hybrid telework schedule, subject to change based on business needs.
