Director of Community Mental Health Services

About the role

Serves as Chief Executive Officer of the Genesee County Mental Health department, licensed as an Article 31 Clinic under the oversight of New York State Office of Mental Health.

Responsibilities

• Serves as CEO of the County Mental Health department
• Employs and removes employees with HR consultation
• Exercises general supervision and program monitoring over local services and facilities
• Makes recommendations to the board for services and facility establishment
• Creates and implements department policies
• Oversees all services in the community related to mental health, intellectual and developmental disabilities, alcoholism, and substance abuse
• Develops and expands preventive, rehabilitation, and treatment programs
• Makes monthly and annual reports to the board and legislature on programs and facilities
• Plays a role in planning, advocacy, service coordination, and quality assurance of local services and facilities
• Identifies gaps in service delivery and solutions within the community
• Collaborates with schools, hospitals, health agencies, schools, hospitals, Department of Health, coalitions, religious establishments, advocacy groups, law enforcement, state agencies, and provider organizations
• Interprets activities to promote maximum use of mental hygiene services and facilities
• Serves as a member of regional mental hygiene advisory committees or task forces
• Makes staffing and budgeting recommendations to the Community Mental Health Services Board for programming
• Serves as a board member to Integrity Partners for Behavioral Health, Inc.

Requirements

• EITHER:
  • Possession of a current valid license to practice medicine in New York State and board qualification or board eligibility as a psychiatrist or neurologist by the American Board of Psychiatry and Neurology, or as a pediatrician by the American Board of Pediatrics, or as a specialist in Public Health Administration by the American Board of Preventive Medicine
  • Five years of full-time, paid experience working in programs that serve individuals within the mental health, developmental disabilities; and/or substance abuse related systems, with two years in an administrative capacity
• OR:
  • Certification as a psychologist in accordance with Article 153 of the Education Law, Doctorate in Psychology from a regionally accredited university, and five years of full-time, paid experience working in programs that serve individuals within the mental health, developmental disabilities; and/or substance abuse related systems, with two years in an administrative capacity
  • Certification as a Licensed Clinical Social Worker in accordance with Article 154 of the Education Law, Rehabilitation Counseling, Psychiatric Mental Health Nursing, Psychology, Public Health Administration, Hospital Administration, Human Services Administration, Business Administration, or other equivalent Degrees from a regionally accredited university, and five years of full-time, paid experience working in programs that serve individuals within the mental health, developmental disabilities; substance abuse related systems, with two years in an administrative capacity

• Comprehensive knowledge of community mental health theory and practice
• Thorough knowledge of administrative and regulatory practices in community mental hygiene
• Working knowledge of medical and social psychology, psychopathology, individual, group, and family psychotherapy
• Ability to develop, organize, and supervise short and long-range plans for mental hygiene services
• Ability to plan, organize, and supervise preventive, rehabilitative, and treatment programs in mental illness, intellectual and developmental disabilities, and substance abuse
• Leadership skills and operates with integrity, trust, and clinical judgment
