About the role

The Federal Civilian division of GDIT is seeking a Sector Contracts Lead to oversee the State and Local Sector, managing various types of State, Local, and U.S. Government contracts primarily in IT and Health Systems Services and Solutions, as well as Professional Services across different states and federal agencies.

Responsibilities

  • Oversee the work of the contracts administration staff within the State and Local Sector.
  • Ensure internal contractual compliance with relevant terms and conditions and compliance with designated management objectives.
  • Provide advice, counsel, and interpretation of contracts and acquisition requirements to various leaders on a daily basis.
  • Negotiate contracts, including price, terms, and conditions, and review subsequent contractual documents for legal sufficiency before execution.
  • Serve as the point of contact with internal departments concerning specific contract questions, issues, and problems related to Sector contracts.
  • Review requests for proposals and participate in proposal color reviews, providing input on pricing and scheduling strategies, coordination of requirements, and proposal risk assessments.
  • Develop and implement strategies for staff growth and professional development, including succession planning, mentoring, and training programs to build a high-performing contracts team.
  • Foster a culture of continuous improvement and collaboration, ensuring team members are equipped to manage complex contracts and adapt to evolving State and Local and federal acquisition requirements.
  • Engage agency contracting executive counterparts to develop and cultivate relationships.
  • Review and approve solicited and unsolicited proposals for submission to customers. Review and negotiate various types of pre-award and post-award agreements. Interpret contractual work requirements and obligations. Make recommendations regarding contracts implementation.
  • Maintain current knowledge of relevant contractual procedures and practices. Participate in special projects as required.

Requirements

  • Education: Bachelor’s degree or 14+ years of related contracts administration experience (in lieu of degree).
  • Experience: 10+ years of related contracts administration experience. 5+ years of State and Local experience. US Federal Acquisition preferred.
  • Skills: Excellent oral, written, and interpersonal communication skills, advanced analytical and critical thinking abilities, and proven experience leading successful disparate geographic teams. Proven experience in identifying risks in terms & conditions and facilitating the mitigation of those risks. Highly experienced with various contract types. Proven experience in building and scaling contracts teams, including hiring, coaching, and performance management across geographically dispersed locations. Advanced Knowledge of multiple State and Local Procurement Regulations, Federal Acquisition Regulations (FAR), and customer agency supplements. Strong analytical and problem-solving skills.
  • Technical Skills: Proficient in Microsoft Office (Word, Excel & PowerPoint). Familiarity with Salesforce, Microsoft SharePoint Online, Oracle E-Business Suite, and AI tools are a plus.
