Responsibilities
- Lead Contract Administration
- Direct all phases of the contract lifecycle, from pre-award support through contract closeout.
- Serve as the primary contractual point of contact for government stakeholders and internal leadership.
- Administer contract modifications, change orders, claims, and contract renewals.
- Ensure contract execution aligns with customer requirements, business objectives, and regulatory standards.
- Manage Contract Performance
- Monitor contractor performance against contractual requirements, schedules, and key performance metrics.
- Ensure compliance with work specifications, quality standards, environmental requirements, and safety regulations.
- Develop corrective action plans and drive continuous performance improvements.
- Financial Oversight
- Manage contract budgets, funding allocations, invoicing, and financial reporting.
- Perform cost and price analyses to support sound financial decision-making.
- Track contract expenditures and ensure fiscal accountability throughout contract execution.
- Lead Subcontractor Management
- Oversee subcontractor performance, compliance, and contractual obligations.
- Coordinate subcontractor activities to ensure seamless integration with overall program execution.
- Evaluate subcontractor performance and resolve contract-related issues.
- Build Strategic Government Relationships
- Serve as the primary liaison with NAVSUP FLC Yokosuka Site Singapore, COMLOG WESTPAC, Ship Repair Facility leadership, and other government representatives.
- Foster collaborative relationships that support mission readiness and successful contract execution.
- Facilitate effective communication between government customers, subcontractors, and internal teams.
- Contract Negotiation & Risk Management
- Lead negotiations involving contract modifications, pricing adjustments, and scope changes.
- Resolve contractual issues quickly to minimize operational impacts.
- Identify contractual, operational, and financial risks while developing effective mitigation strategies.
- Reporting & Documentation
- Maintain accurate contract records and documentation.
- Prepare executive reports detailing contract performance, financial status, compliance, and risk assessments.
- Ensure complete documentation supporting audits, reviews, and contract administration requirements.
Qualifications
- 12+ years of government contract management experience.
- Extensive experience supporting Department of Defense (DoD) and/or U.S. Navy contracts.
- Proven success managing complex Indefinite Delivery/Indefinite Quantity (IDIQ) and Firm-Fixed-Price (FFP) contracts.
- Experience leading large, performance-based service contracts.
- Maritime, ship repair, naval maintenance, or defense industry experience strongly preferred.
- Bachelor's degree in Business Administration, Finance, Engineering, or a related technical discipline.
- Expert knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and U.S. Government procurement practices.
- Strong contract negotiation and dispute resolution capabilities.
- Excellent leadership, communication, and relationship-building skills.
- Outstanding organizational, analytical, and problem-solving abilities.
- Experience using contract management systems and reporting tools.
- Ability to manage multiple priorities in a fast-paced, mission-critical environment.
Security Requirements
- Ability to obtain and maintain a U.S. Government security clearance.
