Contracting Officer
About the role
This position is open to Current Federal employees in the permanent competitive service of the Department of Justice, including surplus and displaced employees eligible under the CTAP program.
Responsibilities
- Participates with management in obtaining agreement and negotiating settlements with competing officials or conflicting interests.
- Develops appropriate internal operating procedures based on impending changes of policy.
- Compiles bidders' lists and utilizes other source lists to facilitate requirements.
- Purchases supplies and services to meet the needs of the district.
- Performs cost analysis and other evaluation actions to determine best value or lowest bid in award decisions.
- Prepares recommendations for award, documenting reasons for decisions, including justifying basis for not recommending lowest bidder.
Requirements
Initial appointment is conditioned upon a satisfactory pre-employment adjudication, including fingerprint, credit, and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
You must be registered for Selective Service, if applicable.
If selected, you may be required to complete a one-year probationary period.
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
Qualifications
To be QUALIFIED for this position, you must meet both the basic requirements and the minimum qualifications.
Basic Qualification Requirements
- A four-year course of study leading to a Bachelor's Degree in any field of study from an accredited college or university.
- At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university.
- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up to grade 12. However, employees must meet specialized experience requirements when seeking another position.
Minimum Qualification Requirements
- GS-12: To qualify for the GS-12 Contracting Officer, you must have one year of specialized experience at the GS-11 level.
- Examples of specialized experience include: compiling procurement data and reviewing requisitions for adequacy of Statements of Work (SOW) and/or Statement of Objectives (SOO) prior to solicitation process; evaluating proposals and other bid documents; determining allowable expenditures of appropriated funds and soliciting price quotations or proposals; preparing documentation to support award decisions and resolving contractor performance issues; analyzing a variety of reports concerning the status of funds, expenses, and obligations.
