About the role

Positions in this job family are responsible for the procurement, purchasing, contracting, and acquisition of goods and services for a state agency or institution. This is the career level, full-performance role involving professional and technical work in these areas.

Responsibilities

  • Draft and review specifications and requisitions developed by other divisions; determine method of acquisition.
  • Maintain bidder lists, product and services information, supplier information, and acquisition records.
  • Conduct bidder conferences and bid openings; tabulate and evaluate bids; recommend awards; mediate disputes.
  • Recommend products, services, and sources of supply to management.
  • Advise agency personnel on departmental rules, Central Purchasing regulations, and laws; provide technical guidance and training to staff and vendors.
  • Represent the agency at public and private sector meetings to explain procurement functions, procedures, and legal guidelines.
  • Act as liaison to Central Purchasing and vendors.
  • Perform procurement specialist duties, including planning, managing, and purchasing goods and services; evaluating contracts and purchase orders; placing orders; selecting suppliers; negotiating contracts; monitoring supplier performance; and maintaining supplier relationships.

Requirements

  • Three years of technical clerical work plus one year of experience in procurement, purchasing, contracting, or acquisition; or an equivalent combination of education and experience (substitution allowed for the three years of technical clerical experience only).
  • Willingness and ability to fulfill all job-related travel.
  • Must obtain certification as a Certified Procurement Officer (CPO) within twelve months of appointment (for Department of Public Safety positions).

Skills & Competencies

  • Knowledge of record maintenance, procurement methods, market trends, specification writing, competitive bid procedures, and state purchase laws.
  • Understanding of commodity and service markets, pricing methods, and market resources.
  • Ability to establish and maintain effective working relationships, interpret policies, follow instructions, identify supply sources, and communicate effectively orally and in writing.
  • Ability to manage multiple projects, evaluate bids, award contracts, and write/review purchase specifications.

Pay

$54,570.00

Schedule

Full time, regular position.
