About the Role
This position is responsible for procuring goods and services for the County in accordance with local, state, and federal procurement rules and regulations. The incumbent can independently handle all but the most complex purchasing activities and has three years of experience in procurement within a government setting.
Responsibilities
- Processes purchase requisitions; reviews requisitions for accuracy and completeness; determines appropriate method of procurement; confers with vendors regarding pricing, availability, and delivery of goods and services; prepares, submits, scans, and enters associated purchase orders.
- Administers informal bid processes for equipment, supplies, materials, and services; obtains competitive quotes; analyzes, evaluates, and tabulates quotes; makes recommendations or selects vendors within defined limits.
- Researches and develops bid specifications; collects, reviews, and revises existing specifications; prepares new specifications in consultation with requesting departments; makes recommendations regarding selection.
- Administers formal bid processes; distributes bids and proposals to qualified vendors; reviews bids and proposals; evaluates supplier performance and contract compliance; answers vendor questions regarding policies, laws, and procedures; makes recommendations regarding selection.
- Monitors use of County purchasing cards; reviews line-item purchases for compliance; requests and reviews receipts and documentation; adjusts card limits; disputes unauthorized charges.
- Ensures vendor compliance with federal employment verification processes; requests and reviews required documentation; maintains records and prepares regulatory reports.
- Administers contracts and agreements; ensures vendor compliance with bid specifications; reviews change orders, negotiations, disputes, and resolutions; utilizes standard County terms and conditions.
- Processes documentation associated with department operations; prepares forms, reports, and correspondence; compiles data for department reports; maintains computerized and hardcopy records.
- Operates personal computers and software (word processing, spreadsheet, database, email) to enter, retrieve, and modify data; operates general office equipment.
- Communicates with supervisors, County employees, vendors, and contractors to coordinate work activities, exchange information, and resolve problems.
- Performs other related duties as assigned.
Requirements
- High School diploma or equivalent.
- Three (3) years of related experience in government procurement, or equivalent combination of education and experience.
- Valid Georgia driver’s license.
Skills
- Knowledge of local government operations, purchasing policies, and modern office practices.
- Proficiency in Microsoft Word, Excel, PowerPoint, and related software.
- Effective verbal and written communication skills.
- Ability to work with the public and coworkers in a courteous and professional manner.
- Ability to work flexible hours, including evenings, and meet deadlines.
- Ability to handle confidential and sensitive matters.
- Ability to multi-task and manage budgets.
- Ability to operate office equipment, including computers and copying machines.
Physical Demands
The work is sedentary, requiring exerting up to 20 pounds of force occasionally. Requires mental acuity, including decision-making, verbal expression, and close visual acuity.
Work Environment
Work is performed in a relatively safe and secure office environment.
