About the role
This position is located in the Division of Blind Services State Office in Tallahassee, Florida. This position will work under the direction of the Division of Blind Services' Contracts Section Supervisor and the Bureau Chief.
Responsibilities
- Aid in the development, preparation, distribution, execution and management of contracts for the Division of Blind Services.
- Aid in the development of contract standards and indicators.
- Responsible for reviewing and monitoring the performance of the contract terms and conditions.
- Conduct desk review monitoring activities of the Division of Blind Services’ contracted vendors.
- Ensure contractual services are being performed in accordance with the contract prior to processing monthly invoices.
- Review and approve monthly contractor invoices in a timely manner.
- Serve as a liaison with the Contractor for the Department.
- Ensure that all contracted activities comply with the Division of Blind Services Contracts and Grants policy and procedures.
- Ensure contract files are current and include communication and documentation of the Contractor’s performance.
- Ensure contract information is updated and submitted for the Florida Accountability Contract Tracking System.
- Conduct on-site and desk review monitoring activities of the Division of Blind Services’ contracted vendors.
- Assist in conducting on-site monitoring visits with contractors, staff, or other stakeholders.
- Stay current with all federal and/or state program changes and ensure that DBS policies and procedures are reviewed and/or amended as appropriate.
- Evaluate program performance and recommend changes that will improve the overall service delivery of contracted and grant programs.
- Evaluate monitoring and risk assessment policy and procedures and recommend or develop changes that will ensure optimum contract performance and compliance.
- Meet and consult with DBS staff and contracted providers concerning all aspects of the contract and program.
- Evaluate issues and/or problems and consult with management and respond accordingly.
- Review and evaluate audits and management reviews, help in the development of corrective actions in response to any findings and monitor and report progress.
- Maintain knowledge of My Florida Marketplace and State Purchasing competitive procurement process.
- Maintain knowledge of the uniform procurement policies, procedures and practices used to acquire commodities and contractual services.
- Familiar with the seven (7) procurement stages that include need identification, pre-solicitation strategy, solicitation preparation, solicitation process, evaluation process, award process and the contract management process.
- Assist with the development of purchased services to ensure procurement policies and procedures are followed.
- Help with state and federal reporting.
- Assist in researching complex program issues and prepare reports of findings and recommendations.
- Review and report on accomplishments of contracted objectives and performance.
- Aid in the development of comprehensive reports of contract compliance, findings, and any recommended corrective actions.
- Measure and evaluate the effectiveness of contracted services against DBS goals and objectives.
- Collect, compile, and analyze statistical information related to contractor performance.
- Conduct surveys of DBS customers and partners to evaluate quality and effectiveness of services.
- Conduct contract close-out at the end of the contract period.
- Prepare and conduct contract training and/or presentations as requested or required.
- Perform other duties as requested.
- Travel is required.
Qualifications
- One (1) to three (3) years of professional and relevant experience in business administration, marketing, accounting, finance, economics, or contract management.
- A Florida Certified Contract Manager (FCCM) designation.
Skills
- Knowledge of State and Federal regulations.
- Knowledge of case management practices.
- Ability to construct contracts.
- Ability to interpret and explain contract language.
