Location: Knoxville, TN (Will consider other areas for the ideal candidate). Regular full-time position with 0-25% travel required. Ability to obtain clearance is required.

The Contracts Manager will manage and support a portfolio of prime contracts with federal, non-federal, and/or commercial clients.

Responsibilities

  • Reviews complex solicitations and prepares specialized and/or non-routine responses for proposals, bids, and contract modifications.
  • May prepare complex requests for proposals.
  • Analyzes significant and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with laws, regulations, and corporate policies.
  • Provides contractual guidance to business team members for appropriate Statement of Work.
  • Manages contract change control process, coordinating with Project Controls, Accounting, Subcontracts & Procurement, Operations, and Legal departments.
  • Develops negotiation strategy and leads negotiation teams on complex contractual issues.
  • Analyzes new laws, regulations, and contract trends for potential impact on business unit goals and objectives.
  • Functions as a domain expert on selected areas and issues.
  • Provides authoritative guidance to internal business teams on corporate goals and objectives relating to contract activity.
  • Serves as the focal point for communication with law, finance, and business teams to resolve contract issues and disputes.
  • May assist in new business pursuits and associated contract strategy.
  • Assists in the identification, development, and implementation of new contract policies and processes.
  • May participate in the development of less complex business alliances and partnering agreements.
  • Demonstrates a general understanding of the business case and financial/analytical issues, including profit and loss implications.
  • May supervise and manage multiple Contract Administrators.
  • May be assigned additional team responsibilities supporting all team members.
  • May draft policy or procedure documents and manage those policies or procedures.
  • May mentor and train less experienced professionals.

Requirements

  • Bachelor’s degree in Business, Accounting, Management, or other relevant major.
  • 0-2 years of relevant experience.
  • Ability to draft contractual instruments.
  • Working knowledge of contracting concepts, Uniform Commercial Code, Federal Acquisition Regulation and its supplements, applicable public contract acquisition law and regulations, and applicable international contract law.
  • Strong analytical and communication skills.
  • Good presentation, leadership, and team-building skills.
  • Use of independent judgment and creativity applied to resolution of contract issues.
  • Excellent internal and external negotiation skills.

Preferred Qualifications

  • NCMA CPCM/CFCM or DAWIA/FAC-C Level I-III certification.
  • MBA or Law degree.

Physical Demands

  • Sedentary work: Lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like files, ledgers, and small tools.

    • Keyboarding – Entering text or data via a traditional keyboard.
    • Gross manipulation – Working with the hand(s) for seizing, holding, grasping, turning, etc.
    • Fine manipulation – Working primarily with fingers for touching, picking, pinching, etc.
    • Foot or leg controls – Use of feet or legs to move controls on machinery or equipment.
    • Driving – Operation of motorized vehicles or equipment.
    • Stooping – Bending the body forward and down while bending the spine at the waist.
    • Kneeling – Bending legs at knees to come to rest on knee(s).
    • Crawling – Moving about on hands and knees or hands and feet.
    • Climbing ramps or stairs – Ascending or descending ramps and/or stairs.
    • Climbing ladders or ropes or scaffolding – Ascending or descending using hands and feet.
  • Sensory demands:
    • Speaking – Expressing or exchanging ideas by means of spoken word.
    • Hearing – In-person speech, telephone, and other sounds.
    • Near visual acuity – Clarity of vision at approximately 20 inches or less.
    • Far visual acuity – Clarity of vision at 20 feet or more.
    • Peripheral vision – Observing an area seen up and down or to the right or left while eyes are fixed on a given point.
