ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
About the Role
This position will oversee and coordinate the work under the ITS HUB section, ensuring agency priorities and initiatives are carried out in accordance with NYS finance law and ITS policies.
Responsibilities
- Direct the activities of the various SharePoint site development, procurement tools and technology and other support activities related to VSMO.
- Responsible for the ITS Staff Augmentation (e.g. HBITS) contracts and processes, including compliance to standards and ensuring hiring managers adhere to these policies and procedures.
- Oversight of the Back Office Support Services Team, ensuring processes, procedures and guidelines are accurate and up to date.
- Direct the development of the Intake team, ensuring new processes and procedures are developed and implemented.
- Oversee the review of FOIL requests sent to VSMO.
- Ensure VSMO is utilizing all procurement vehicles available, including expanded use of OGS contracts and Minority and Woman-Owned Business Enterprise (M/WBE) and Service-Disabled Veteran-Owned Business (SDVOB) vendors.
- Oversee and review the procedures for the analysis, goal setting activities, and utilization tracking of M/WBE and SDVOB goals.
- Direct the activities of the various SharePoint site development and support activities related to VSMO.
- Ensure audit compliance with procurements and P-card reconciliations for the agency.
- Responsible for the overall ITS HBITS process, including compliance to standards and ensuring hiring managers adhere to these policies and procedures.
- Oversee and direct the development of ITS Policies under VSMO’s jurisdiction and ensure they are kept up to date.
- Provide status reports and updates to executives as needed.
- Perform the full range of supervisory duties as applicable.
Qualifications
- Minimum Qualifications: Open to NYS employees with one year of permanent competitive service as a Contract Management Specialist 4, M-4 OR in a title at M-3/SG-29 or above deemed administrative under Section 52.6 of the Civil Service Law.
- The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.
- Additional Comments: Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
