About the role

This position is responsible for technical and professional work in administering municipal construction projects executed or managed by the Public Services Department. Primary duties include coordination of utility, transportation, and facility construction projects, from procurement to completion, and in compliance with all federal, state, and local rules and regulations.

Responsibilities

  • Responsible for, in coordination with the Project Manager, planning and coordinating procurement and construction activities of municipal public services projects.
  • Prepares Contract Documents and Agreements and project permits required by various federal, state, and local agencies.
  • Manage and inspect construction projects, from procurement to closing phase.
  • Create and maintain financial records pertaining to construction projects. Review and approve invoices and requisitions.
  • Facilitates Pre-Bid, Pre-Construction, and Construction Progress meetings for municipal projects managed by the Public Services Department, as assigned. Review construction plans, bid documents, construction contacts, scopes, schedules, and budgets.
  • Respond to residents' concerns and requests about construction activities taking place in their area.
  • Host various meetings, such as pre-construction, kick-off construction project meetings, meeting with contractors.
  • Responsible for project management and accounting standards, such as project progress reports, requests for information, change orders, billing/payment cycles, processing payment applications, purchase orders, lien releases, AIA contracts, material submittals, etc.
  • Responsible for, in coordination with the Project Manager, preparation of periodical progress reports and final closing reports for all assigned projects.
  • Makes sure contractual services are compliant, manages budgets and expenditures by reviewing invoices and financial statements, and reports on contractors' performance.
  • Knowledge of FDOT Design Standards, City's, MOT, and NPDES Standards.
  • Assists the designated Project Manager with developing engineering estimates and specifications for municipal public services projects, including but not limited to, utilities, transportation, and facilities.
  • Uses general office equipment, including but not limited to, workstation (PC), telephone, copy/fax machine, print machine, communication radio, surveying equipment, and vehicles as well as knowledge of contemporary software applications, such as: Microsoft Office (Outlook, Word, Excel, PowerPoint, and Project).
  • Conducts site visits to ensure traffic congestion is eliminated, work is being completed per the construction plans, and worker and public safety is met.
  • Assumes the responsibility of conducting inspections of complex municipal public services projects, including but not limited to, utilities, transportation, and facilities.
  • Performs additional duties as assigned.

Qualifications

  • Average Qualification: Associate's degree (AS/AA) in civil/environmental engineering technology; and four (4) years of experience in civil/environmental engineering field in responsible position of managing/coordinating infrastructure projects.
  • Prior Certification: State of Florida Department of Environmental Protection Qualified Stormwater Management Inspector certification or able to and will obtain one within six (6) months of employment.
  • Prior Certification: State of Florida Department of Transportation Advanced Temporary Traffic Control certification or able and will obtain one within six (6) months of employment.
  • Required Licenses: Valid Florida Driver's license.

Location

The Administration Building within the City Public Services Complex is the primary location; however, work may be required within all City owned buildings, facilities, land, streets, rights-of-way, and any location within the City jurisdictional or utility service area. Work requires occasional evening and/or weekend work and travel to other locations.

  • Physical Requirements: Prolonged walking, standing, or sitting, as well as occasional bending, pulling/pushing up to 10 lbs., and lifting up to 25 lbs.
  • Environmental Conditions: Exposure to extreme temperatures, strong odors, smoke/dust/pollen, humidity, animals, electrical currents, bright/dim lights, extreme noise, vibrations, machinery, and traffic hazards.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, color, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
