About the Role
The Construction Manager will oversee roadway, intersection, and traffic signal improvement projects across Los Angeles County. This position is responsible for ensuring that all construction activities are executed safely, efficiently, and in compliance with contract documents, local standards, and agency requirements.
Responsibilities
- Manage day-to-day construction activities for roadway, intersection, and traffic signal projects from pre-construction through closeout.
- Oversee field inspections, construction sequencing, and staging to maintain traffic flow and public safety.
- Review and interpret plans, specifications, and technical documents for accuracy and constructability.
- Coordinate with engineers, contractors, inspectors, and public agencies to resolve design or field conflicts.
- Review and approve contractor submittals, RFIs, change orders, and progress payment requests.
- Manage project schedules and budgets, ensuring milestones are met and variances are addressed promptly.
- Monitor and enforce site safety in accordance with Cal/OSHA and agency protocols.
- Conduct and document weekly OAC meetings, prepare status reports, and maintain thorough project documentation.
- Oversee testing and quality control for paving, striping, electrical, and signal components.
- Ensure traffic control plans comply with MUTCD and local jurisdiction standards.
- Coordinate with utilities, permitting authorities, and the public regarding project impacts and notifications.
- Manage project closeout, punch lists, as-builts, warranties, and acceptance documentation.
Requirements
- Bachelor's degree in Civil Engineering, Construction Management, or related field.
- Minimum 8 years of progressively responsible experience in roadway, intersection, or traffic signal construction management.
- Strong understanding of Caltrans, LACDPW, and City of Los Angeles Bureau of Engineering standards.
- Proven experience managing public works projects with multiple contracts and concurrent schedules.
- Familiarity with traffic signal systems (controllers, conduits, foundations, pull boxes, signal heads, and interconnect wiring).
- Proficiency with project management and scheduling software (Primavera P6, MS Project).
- Excellent communication, leadership, and documentation skills.
- Valid California driver's license and reliable transportation.
Field-based position with regular travel to active construction sites across Los Angeles County. Requires flexibility for occasional night work and weekend closures associated with traffic signal and roadway tie-ins.
Preferred Qualifications
- Professional Engineer (PE) License or Certified Construction Manager (CCM).
- Experience with intelligent transportation systems (ITS), lighting systems, and fiber-optic networks.
- Knowledge of public contracting procedures, DBE/MBE participation, and prevailing wage compliance.
- Experience working under design-build, CMAR, or job order contracting delivery methods.
- Familiarity with environmental and stormwater compliance (SWPPP, QSP/QSD certification desirable).
- LEED accreditation or sustainability experience a plus.
