Construction Area Engineer (Central)
Main Job Tasks
Aids the Construction Engineer in managing Construction Administration, Construction Inspection, and Material Testing/Quality Control services on construction projects.
Ensures contract administration aligns with specifications, maintaining consistent quality and adherence to timelines and budgets.
Communicates with the Construction Engineer about issues and activities related to ongoing construction projects.
Maintains oversight of construction progress, resolves issues, reviews construction plans and specifications for compliance, accuracy, and completeness.
Reviews consulting engineers' cost estimates for construction administration and inspection, and assists in addressing questions during the bidding process.
Attends pre-construction meetings, reviews Change Orders for compliance, scope, cost, and schedule, and facilitates their processing within two months of work completion.
Reviews contractor pay requests, monitors contractor performance, and conducts final inspections with the Construction Area Manager before project acceptance.
Assists in finalizing construction projects within four months of work completion.
Reviews acceptance of Certificate of Final Completion and conducts condition surveys of Ohio Turnpike infrastructure.
Coordinates with in-house departments to meet their needs.
Typical Qualifications
Knowledge of civil engineering with a focus on highway construction (roadway, drainage, bridge construction and rehabilitation, public relations, OSHA safety regulations, supervisory principles and techniques).
Skills in using construction documentation, measuring tools, and computer equipment.
Ability to understand and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans, specifications, and related data.
Problem-solving, data collection, fact establishment, and drawing valid engineering/technical conclusions.
Statistical analysis, cooperation with colleagues on group projects, handling contacts with government officials, consulting firms, contractors, and the general public.
Planning and developing engineering projects with unique or sensitive issues or novel engineering-related concepts and approaches.
Quickly and efficiently responding to incidents affecting safety, contract completion, and contractor delays.
Effectively managing multiple tasks simultaneously.
Minimum Qualifications
- Bachelor of Science in Civil Engineering or related curriculum required.
- Must be a Licensed Professional Engineer in the State of Ohio with at least seven (7) years’ experience in a responsible position involving highway engineering and/or construction projects.
- Thorough knowledge of highway engineering, design, and construction techniques and methods.
- Strong knowledge of various soil, asphalt, and concrete material testing.
- Strong written and oral communication skills.
- Proficiency in computer equipment and programs including Microsoft Project, Excel, and Word.
- Experience in AASHTOWare Project and Primavera is preferred.
- Valid State of Ohio driver's license required.
Supplemental Information
Unusual Working Conditions: Office and field environments. Requires physical capability for field activities, including climbing, walking, running, lifting, visual and auditory observations.
May require 24-hour per day availability for some job duties.
Field activities involve supervision, inspection, verification, and troubleshooting of turnpike facilities.
Exposure to extreme weather conditions, dirt, grease, dust, unpleasant odors, confined spaces, and loud noises while working outdoors.
Requires navigating construction work sites on foot. May require climbing ladders or obstacles.
Varying work hours based on construction season and projects.
Required to travel throughout the distance of the Ohio Turnpike.
