The Comptroller of Maryland is seeking a driven leader to serve as the Director for COMStat, our performance management and public accountability system. This critical role will lead the development and implementation of data-driven performance management systems that improve processes, enhance performance, and ensure accuracy across all operational divisions of the agency. As a leader in one of the state's largest transformation initiatives, you will play a pivotal role in modernizing our operations and driving government effectiveness through data and technology.

Responsibilities

• Structure internal data reporting and perform analysis which drives executive decision-making
• Support the COMStat team as a lead in areas of data governance, analysis, and coding
• Work side-by-side with the team's data analysts to review data, build analytics, and design visual dashboards
• Lead COM's commitment to transparency through reporting to external stakeholders and creation of a meaningful, impactful Open Government Data system

Minimum qualifications

Education: A Bachelor's degree in a science-related field from an accredited college or university, or a higher degree in one of the following areas: Business Administration or Management, Data Science, Data Analytics and Visualization, Mathematics, Computer Science, or a closely related field.

Experience: At least two years of demonstrated experience in:

• The establishment and maintenance of a performance management program
• The maintenance, documentation, analysis, and reporting of organizational data
• Leveraging data and data visualizations to inform executive decision-making, satisfy regulatory requirements, or meet organizational goals in transparency

Preferred qualifications

• A Master of Science or equivalent or higher degree in one or more of the following fields: Business Administration/Management, Data Science, Data Analytics & Visualization, Mathematics, Computer Science, or similar field of study
• Five or more years of experience in designing, operating, or managing a performance management and data analytics program, including experience working with Teradata or similar data storage technologies
• One year or more years of experience in designing, operating, or managing an Open Government Data program
• Three or more years of experience creating reports, dashboards, and other data visualizations using Tableau and PowerBI
• Three or more years of experience working with SQL and R or Python
