About the role

The Oregon Department of Human Services seeks a Community Based Care Compliance Specialist to investigate non-abuse complaints in community-based facility settings. Key responsibilities include interviewing providers, residents, staff, and others, reviewing records, conducting investigations, and ensuring compliance with Oregon Administrative Rules.

Responsibilities

  • Investigate non-abuse complaints through interviews, observations, and record reviews.
  • Ensure compliance with Community Based Care rules, regulations, guidelines, and policies.
  • Identify and address systemic deficiencies to improve the safety, health, and independence of residents.
  • Interpret and apply complex regulations, rules, laws, and guidelines related to Assisted Living, Residential Care, and Memory Care Facilities.
  • Review and analyze data to identify trends and areas of non-compliance.
  • Document findings, evidence, and regulatory findings in clear, accurate, and legally defensible reports.
  • Evaluate compliance for facilities enrolled in the Facility Enhanced Oversight Supervision Program (FEOS).
  • Issue citations for violations and coordinate with local authorities and law enforcement.
  • Screen and analyze complaints to determine appropriate responses and assign for investigation or referral.

Requirements

  • Four years of experience in administrative research, including compiling and evaluating facts to recommend management actions and decide compliance with program guidelines and regulations.
  • Two years of the four must be above the technical support level.
  • Experience interpreting and applying laws, regulations, policies, or established standards to evaluate compliance and make well-reasoned decisions.
  • Experience gathering and analyzing information from multiple sources to determine findings, identify trends or root causes, and develop evidence-based conclusions.
  • Experience communicating professionally and effectively verbally and in writing with individuals from diverse backgrounds while navigating difficult or sensitive situations.
  • Experience independently managing multiple priorities, organizing complex workloads, and completing accurate documentation while meeting established timelines and quality standards.

Qualifications

  • College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

Pay

$4,954 - $7,592 annually

Schedule

8:00 a.m. – 5:00 p.m., Monday – Friday Pacific Standard Time (PST)
