About the role
This position administers and implements the Community Development Block Grant (CDBG) program for the City of Thornton. Essential functions include ensuring compliance with federal and state regulations, assisting with grant applications, coordinating application processes, and monitoring funded projects.
Responsibilities
- Ensures program activities comply with federal and state regulations.
- Aids in producing and reviewing Consolidated Plans, Annual Action Plans, CAPER, and related documents.
- Identifies community needs and evaluates current programs against the Consolidated Plan.
- Communicates grant programs and opportunities to local organizations and residents.
- Coordinates the application process for CDBG funds.
- Drafts and obtains signatures for ERRs and related documentation.
- Prepares agreements and memorandums of understanding for CDBG subrecipients.
- Provides technical assistance to organizations and grant subrecipients.
- Monitors and ensures compliance with contracts, budgetary requirements, and environmental reviews.
- Reviews and submits project reports and updates to the supervisor.
- Maintains accurate and current files and databases.
- Attends and hosts CDBG/HOME user groups and training events.
- Manages competing priorities to meet grant deadlines.
Requirements
- Bachelor's degree in planning, public administration, finance, social work, nonprofit management, or related field from an accredited college or university.
- Three years of experience working with government grants.
Qualifications
- Knowledge of city policies, procedures, and goals.
- Knowledge of government grant programs' structure, purpose, and administration.
- Knowledge of relevant federal, state, and local regulations and reporting requirements.
- Knowledge of the city's current plans, studies, and reports related to housing and community development.
- Organizational and attention to detail skills.
- Microsoft computer proficiency and spreadsheet/accounting program skills.
- Effective communication skills, both oral and written.
- Ability to handle sensitive and stressful situations with tact and diplomacy.
- Ability to exercise initiative and sound judgment.
- Ability to listen well and communicate effectively with various audiences.
- Ability to conduct research, analyze statistical data, and develop strategies.
