Job Summary

Provide expert functional and technical support for the CAPPS Financials Accounts Payable module within PeopleSoft FSCM version 9.2 in a large-scale, multi-agency Texas state government environment. Perform and oversee system configuration changes, batch job management, and ensure compliance with State of Texas policies. Develop, analyze, design, test, and implement solutions for statewide financial systems, including requirements gathering and documentation. Serve as a key resource for integration, troubleshooting, and technical support, utilizing App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools. Support and manage strategic roadmaps by planning, communicating, and coordinating cross-functional activities. Provide Tier 2 Service Desk support and coordinate with managed services vendors for Tier 3 escalation, handling Priority 1 and 2 incidents and participating in Major Incident Management and Disaster Recovery exercises. Prepare executive-level presentations and ensure timely, accurate responses to audits, open records requests, and other data inquiries. Interpret and integrate contractual language into workflows and hold vendors accountable to contractual requirements. Apply and enforce security best practices, NIST standards, and multi-tenancy requirements for ERP systems. Plan and coordinate the statewide Fiscal Year Process and support Texas public sector agencies, ensuring alignment with ITIL and ITSM/ITAM principles. Develop and distribute WCAG 2.1-compliant materials as needed.

Requirements

  • Expert knowledge of PeopleSoft FSCM version 9.2, including CAPPS Financials Accounts Payable module
  • Experience with system configuration changes, batch job management, and compliance with State of Texas policies
  • Ability to develop, analyze, design, test, and implement solutions for statewide financial systems
  • Proficiency in App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools
  • Experience with additional PeopleSoft modules (Asset Management, General Ledger, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Project Costing, Strategic Sourcing, Travel & Expense)
  • Experience with CPA's legacy financial systems
  • Strong communication and collaboration skills, particularly in managing cross-functional activities
  • Tier 2 Service Desk support and coordination with managed services vendors for Tier 3 escalation

Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, or a related field
  • Minimum of 5 years of relevant experience in financial systems administration, preferably in a state government setting
  • Experience with PeopleSoft FSCM version 9.2 and its modules
  • Experience with system configuration changes, batch job management, and compliance with State of Texas policies
  • Experience with development, analysis, design, testing, and implementation of solutions for statewide financial systems
  • Experience with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects, and related tools
  • Experience with additional PeopleSoft modules (Asset Management, General Ledger, Purchasing/eProcurement, Accounts Receivable/Billing, Inventory, Project Costing, Strategic Sourcing, Travel & Expense)
  • Experience with CPA's legacy financial systems
