Business Systems Analyst - Compensation & Classification

The Compensation & Classification unit ensures positions across the City are classified and compensated fairly, consistently, and competitively. We are seeking a Business Systems Analyst to serve as the primary steward of SHR’s compensation and classification technology ecosystem—an environment that includes a PowerApps-based workflow system, a PDQ portal interface, nested relational databases, and integrations with Workday. This role ensures operational continuity for systems that are essential to Citywide HR functions. This work is hands-on, highly collaborative, and requires strong business analysis skills, technical project coordination, and deep customer support engagement. This role is ideal for someone energized by problem-solving, able to navigate complex systems, comfortable managing high-volume service requests, and confident working independently to determine priorities in a dynamic environment. You will play a central role in supporting classification operations, leading technical and process improvement initiatives, and maintaining daily system functionality, including urgent break/fix needs.
Responsibilities
- Stewardship of Citywide Compensation & Classification Systems
- Serve as the technical lead for SHR’s compensation and classification systems, including the PowerApps workflow platform, PDQ portal, nested database structures, and Workday interfaces, and workflow automations.
- Maintain system functionality, ensure data quality and security, develop dashboards and reports, and manage system interfaces.
- Handle frequent and time-sensitive break/fix needs, performing in-house troubleshooting before issues are escalated to IT.
- Customer Support & Service Desk Operations
- Manage the unit’s service desk and deliver responsive, human-centered support to HR partners and City departments.
- Oversee data intake and program-wide monitoring of classification requests, resolve first-level issues, track operational metrics, and ensure clear and timely communication.
- Support a high volume of inquiries that are essential to business continuity across the City.
- Operational Administration & Workflow Management
- Independently administer the daily operations of classification and compensation systems, including data management, workflow automation, documentation, and process development.
- Investigate and resolve system errors, refine business processes, and develop solutions to remove technical or procedural barriers.
- Lead quarterly development cycles by organizing enhancement requests, limiting work-in-progress through effective prioritization, translating needs for IT partners, conducting QA testing, and validating system releases.
- Leadership of Complex, Multi-Year Systems & Process Projects
- Lead multi-year technical and operational improvement projects with cross-department scope.
- Responsibilities include defining requirements, coordinating contributors, mapping and redesigning workflows, and overseeing testing and implementation.
- Upcoming work includes redesigning major processes—such as the Labor Relations review workflow—to improve visibility, reduce delays, and strengthen overall operational efficiency.

- Low-code automation tools (PowerApps, Power Automate).
- Service desk or helpdesk operations.
- Process development, metrics design, and reporting.
- HRIS systems (Workday preferred).
- Translating functional needs into technical specifications.
- Skills or certifications in
- Jira or Azure DevOps.
- Project Management Professional (PMP).
- Certified ScrumMaster.
- Microsoft Office Suite.
- Microsoft Dynamics.
- Microsoft Project.
- Power Automate and other low-code automation systems.
- Adobe Sign.
- Process mapping (Visio or equivalent).
- Database design and implementing appropriate data security measures.
Qualifications
- Bachelor’s degree in Computer Science, Information Technology, Business Administration with an emphasis in business systems technology, or a related field AND three (3) years in systems, operations, procedures, research, analysis, or a related field
- OR Associate Degree in Computer Science, Information Technology, Business Administration with an emphasis in business systems technology, or a related field AND four (4) years in systems, operations, procedures, research, analysis, or a related field
- OR five years in business systems, business technology operations, procedures, research, business analysis, or a related field
Pay
The full pay range for this step-progression position is $56.23 – $65.54 per hour. New employees begin at Step 1, which is $56.26 per hour. Current City employees starting rate of pay will be based on Personnel Rules.
Schedule
This role follows a hybrid schedule, with employees in the office two days per week. Tuesdays are a required in-office day for the team. Specific schedules will be agreed upon between the employee and their supervisor and are subject to change.
