About the role
The Business Operations Specialist supports federal acquisition systems and contract performance management processes. This role serves as a key resource supporting contract writing system administration, acquisition data reporting, user training, workflow management, and contract performance assessment processes.
Responsibilities
- Provide Tier 1 support for users of the Procurement Request Information System Management (PRISM).
- Manage User Access Requests and maintain user account documentation.
- Escalate technical issues to the appropriate PRISM Help Desk through established customer service channels when required.
- Support system users with troubleshooting, guidance, and process assistance.
- Develop and deliver training programs for new employees, program-office requisitioners, and Contracting Officer's Representatives (CORs).
- Create and maintain user guides, training materials, and reference documentation.
- Generate recurring and ad hoc reports from acquisition and financial management systems.
- Support monthly data reconciliation activities and data quality reviews.
- Analyze acquisition data and identify discrepancies requiring corrective action.
- Prepare reports, dashboards, and performance metrics for management and leadership review.
- Provide recommendations to improve reporting accuracy and operational efficiency.
- Maintain internal tracking tools, databases, and workflow management systems.
- Monitor acquisition actions and policy implementation activities.
- Track program milestones, deliverables, and compliance requirements.
- Collaborate with acquisition professionals, program managers, contracting personnel, and government stakeholders.
- Provide customer service support and respond to inquiries in a timely manner.
- Collaborate with multidisciplinary teams working on complex acquisition and operational initiatives.
- Provide administrative support for Contractor Performance Assessment Reporting System (CPARS) activities.
- Process and maintain user access for Assessing Officials and designated representatives.
- Monitor evaluation lifecycle activities and completion timelines.
- Track interim evaluations and changes in Assessing Officials or representatives.
- Monitor contractor comment periods and evaluation status.
- Produce monthly compliance dashboards and performance metrics.
- Identify and escalate overdue evaluations and compliance issues.
Requirements
- Bachelor's degree from an accredited college or university.
- Minimum of five (5) years of relevant professional experience.
- Experience with data tracking, reporting tools, and/or contract reporting processes.
- Experience supporting program management, operational, or technical functions.
- Experience working with multidisciplinary teams on complex projects or programs.
- Excellent written and verbal communication skills.
- Experience preparing reports and presentations for internal and external stakeholders.
- Proficiency with Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Google Docs, Google Sheets, Google Slides, and Google Drive.
- Experience with DelphiFPDS-NG, USASpending.gov, ESC Customer Service Portal, and Working knowledge of FAR, TAM, and HSPD-12.
- Experience within the U.S. Department of Transportation, Federal Transit Administration, or other federal acquisition organizations.
- Experience creating dashboards, metrics, and executive-level reports.
Qualifications
- To be considered for this position, candidates must be a U.S. citizen or a non-citizen lawfully admitted for permanent residence or employment in the United States.
- Successfully complete E-Verify employment verification requirements.
- Pass a federal background investigation, which may include NACI, MBI, and BI.
- Be eligible to obtain and maintain an HSPD-12 credential, including required fingerprinting and electronic background processing.
- Sign a Non-Disclosure Agreement (NDA) prior to performing work under the contract.
