About the Unit

The Information and Communications Laboratory (ICL) is a fundamental and applied research laboratory focused on transdisciplinary research across the entire information science hierarchy. With approximately 200 research and support personnel, ICL executes $50 million of funded research annually. Its core research areas include advanced computing systems, AI and ML, communications, data analytics, decision support systems, open architectures, 5G/FutureG, health analytics and informatics, secure information sharing, radio frequency (RF) propagation modeling, software-defined RF systems, and STEM education.

ICL conducts research addressing complex problems in domains such as national security, health, intelligence, law enforcement and justice, and economic impact for the state of Georgia. This position will be based at the Quantico Field Office in Stafford, Virginia, where GTRI has supported Marine Corps organizations for over 25 years.

About the Role

This role aims to secure existing and establish new strategic funded partnerships with USMC or other National Security entities in the greater Washington, D.C. area. It involves connecting GTRI's mission-focused University Affiliated Research Center expertise with imminent and emerging requirements. The position will also oversee the execution of programs and contracts, leveraging on-site presence to improve responsiveness to sponsors and project outcomes. The role reports directly to the ICL Director to reinforce GTRI-wide potential for impact and influence.

Responsibilities

• Support business development (BD) activities for the Laboratory and Division, coordinating multidisciplinary efforts with other BD Managers and Lab Management.
• Serve as the primary interface between research sponsors and GTRI research laboratories.
• Develop and maintain relationships between GTRI, strategic partners, and customers, particularly the Department of Defense.
• Provide inputs to Laboratory and Division leadership for strategy development and strategic vision.
• Identify potential sponsors and opportunities, coordinate staffing requirements with laboratory leadership, and manage contract vehicles to support GTRI research staff and technical activities.
• Assist with coordination and support for customer engagements and VIP visits.
• Support the establishment and execution of contract vehicles, including marketing and facilitating new contracts with Government sponsors.
• Lead or support capture teams, proposal writing, and GTRI IDIQs and task orders that span Laboratories and Directorates.
• Maintain awareness of “non-traditional” contracts/agreements (e.g., Other Transaction Authority (OTA) contracts, Proprietary Information Agreements (PIA), Master Research Agreements (MRAs)).
• Contribute to business operations support, including teaming agreements and conflict of interest determinations.
• Provide contract/program management support for nascent and strategic GTRI-wide IDIQs and task orders.
• Aid security coordination to enable researcher access and support (e.g., DD254s, CAC/PKI cards, SCI clearances, network connectivity).
• Develop a USMC engagement strategy, highlighting current and emerging needs and aligning them with GTRI core competencies.
• Execute the strategy through targeted engagements with potential sponsoring agencies and represent GTRI expertise alignment.
• Establish a network with Department of Navy leadership to remain current with business intelligence and emerging research needs.
• Lead and execute externally funded projects, programs, and contracts.
• Contribute as an individual performer on funded projects.
• Lead and contribute to white papers and proposals for potential funded research.

Requirements

• Past experience working with or for the United States Marine Corps.
• Experience with development and execution of a business strategy, which can include serving as a unit commander overseeing execution of an organizational mission.
• U.S. Citizenship (required due to research contracts with the U.S. federal government).
• Ability to obtain and maintain an active security clearance.

Preferred Qualifications

• Active security clearance.
• Master's Degree in a relevant field (e.g., Science, Engineering, Military Studies, International Affairs, National Security, Technology, Business).
• Experience as a USMC Officer, specifically with MARCORSYSCOM, MARCORLOGCOM, MCWL, or PEO Land Systems.
• Familiarity with one or more of ICL's technical domains.

Education and Experience

• 9 years of related experience with a Bachelor’s degree in Science, Engineering, Military Studies, International Affairs, National Security, Technology, Business, etc.
• 7 years of related experience with a Master’s degree in the same fields.
• 4 years of related experience with a Ph.D. in the same fields.

10% - 25% travel required.
