Building Maintenance Foreman

About the role

The purpose of this position is to ensure that City buildings and facilities are properly and safely maintained. This is accomplished by directing and monitoring division operations, ensuring that scheduled maintenance is completed and coordinating projects with subcontractors. Other duties may include managing personnel issues, providing departmental support and interfacing with other City employees and citizens. This position provides direction to other employees.

Essential Job Functions

  • Directs and monitors division operations by supervising personnel, following up on equipment repairs and building cleanliness, developing preventative maintenance schedules to ensure maintenance needs are accomplished, allocating resources to support special events such as meetings and grand openings, coordinating maintenance projects with other City departments and employees and participating in the development and administration of the department's budget.
  • Ensures that scheduled maintenance is completed by conducting inspections of City facilities, including HVAC/mechanical, electrical, plumbing, building envelope, access control and camera systems.
  • Coordinates projects with sub-contractors by advertising projects, developing, coordinating and monitoring contracts for maintenance projects or services and selecting contractors for various maintenance systems.
  • Manages personnel issues, selects and trains new employees, conducts performance evaluations, schedules and monitors assigned work tasks, and ensures tasks are completed and monitors the safety of employees.
  • Provides support by ordering and maintaining the necessary supplies and materials and maintaining records on work activities for the city.
  • Utilizes software programs, including Coast Work Order System, Excel, Word, Outlook, Tyler Munis ERP, Milestone Xprotect and DNA Fusion.
  • Reads and interprets blueprints and schematics effectively while ensuring compliance with local codes and regulations.
  • Performs other related duties as assigned.

Requirements

  • A High School diploma or equivalent, plus six (6) years of progressive experience in maintenance and repair, including three (3) years of supervisory experience, is required, or an equivalent combination of education and experience.
  • Over five (5) years of experience in installing and maintaining various building systems, including HVAC, electrical, plumbing, structural, and interior systems, as well as electrical and electronic controls and pumping systems, is desirable.
  • Experience in the construction of commercial buildings is also beneficial.
  • Ability to pass required pre-employment screenings, CJIS, and fingerprint checks, as well as comply with state and federal requirements or Criminal Justice Information Security standards.
  • Valid Texas Class C driver's license.
  • Ability to work evenings and weekends as needed and respond to emergencies on an on-call basis.

Knowledge, Skills, and Abilities

Knowledge of:

  • City rules, regulations, policies, and procedures with particular attention to codes and ordinances.
  • Advanced commercial HVAC, water distribution, electrical, mechanical, and structural systems and applicable code requirements.
  • Basic mechanical and tool usage.
  • Modern office practices, procedures, and equipment.

Skill in:

  • Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Reading and interpreting blueprints, engineering and technical drawings, plans, and specifications.
  • Providing outstanding customer service and conflict resolution.
  • Reading and understanding City, State, and Federal rules and regulations.
  • Working effectively in a high-pressure environment with changing priorities.
  • Effectively communicating in both oral and written formats.

Supervision Exercised

Limited Supervision: Work is normally reviewed upon completion to ensure compliance with departmental goals, plans and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards. Major work activities are covered by organizational guidelines and directives that permit flexibility in selecting methods, procedures, work priorities, and in planning and coordinating programs or projects to achieve desired outcomes.

Pay

Hiring range: $2,446.96 – $2,997.62 bi-weekly. Full salary range: $2,446.96 – $3,548.29 bi-weekly.
