Budget Analyst.
This position may be filled at the GS-5, GS-7, or GS-9 level. Duties at the GS-5 or GS-7 level are performed under closer than normal supervision.
Responsibilities
- Prepare working estimates of expenses such as equipment purchases, travel expenses, labor, and office administrative expenses.
- Collect, compile, and compute financial data for programs/projects and/or budgets.
- Monitor and track obligations and expenditures for direct funds and reimbursable support funds throughout the execution phase of the annual operating budget.
- Receive and interpret records of funds allocated and expenses from various sources.
- Identify, extract, and summarize budgetary data pertaining to the status and accomplishment of budget programs and accounts.
- Provide assistance and guidance to others involved in various budgeting activities.
- Balance accounts, adjust discrepancies, and prepare budgetary reports.
- Maintain a Government Purchase Card (GPC) and make purchases in compliance with all relevant laws and regulations.
- Complete obligations and payments including monthly utilities payments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a certified financial management position.

GS-5 Qualifications
General Experience: Three years of progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes:
- Assist in gathering and organizing budget-related information.
- Prepare simple budget documents using established formats.
- Maintain logs of budget transactions and check records for accuracy.
- Provide general administrative support to the office.
OR Education: Four-year course of study leading to a bachelor's degree.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
GS-7 Qualifications
Specialized Experience: One year of specialized experience which includes:
- Formulating operating budget estimates.
- Assisting in operating budgetary duties.
- Reviewing budget requests, line items, etc., to assure that the items and amounts estimated are within established guidelines.
OR Education: One full year of graduate-level education in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. Superior Academic Achievement is based on:
- Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision.
- Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum.
- 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
- Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-9 Qualifications
Specialized Experience: One year of specialized experience which includes:
- Tracking, monitoring, and analyzing an annual operating budget utilizing a financial management system.
- Compiling budget data for use in reports.
- Reviewing available funds and comparing against outstanding obligations.
OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirements
- GS-5: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-4).
- GS-7: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-5).
- GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).
Education
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
