About the role
This role involves researching, compiling, and summarizing data related to personnel salaries, expenses, and similar budgetary information to support the formulation of budget estimates. The position also includes monitoring and tracking obligations and expenditures during the execution phase of the annual operating budget.
Responsibilities
- Research, compile, and summarize data concerning personnel salaries, expenses, and similar budgetary information for budget estimates.
- Monitor and track obligations and expenditures for assigned functions throughout the annual operating budget execution phase.
- Verify that obligations and expenditures align with the annual work plan, regulatory controls, and are within programmed amounts.
- Recommend adjustments or transfers of funds between object class and line item accounts under the same appropriation or allotment to cover increases in obligations or expenditures within established limits.
- Assist with financial reports to identify trends and ensure compliance with regulations.
- Utilize office automation tools to assist with the development of operational budgets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires 25% Temporary Duty (TDY) or business travel.
- DOD Financial Management Level I certification is required within 24 months of assignment, per the National Defense Authorization Act (NDAA) 2012.

Qualifications
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
General Experience (GS-05)
- Three years of progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, including:
- Assisting with the formulation, justification, and presentation of budget estimates.
- Working with computer software programs to produce spreadsheets and other budgetary reporting requirements.
OR
- A four-year course of study leading to a bachelor’s degree.
OR
- A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.
Specialized Experience (GS-07)
- One year of specialized experience equivalent to the GS-05 level, including:
- Assisting with financial reports to identify trends and ensure compliance with regulations.
- Utilizing various office automation tools to assist with the development of operational budgets.
OR
- One full year of graduate-level education in a relevant field.
- Superior Academic Achievement (SAA) based on:
- Class standing (upper third of graduating class).
- Grade-point average (GPA) of 3.0 or higher out of 4.0 (overall or in the major field).
- Membership in an approved national scholastic honor society listed by the Association of College Honor Societies.
OR
- A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.
Specialized Experience (GS-09)
- One year of specialized experience equivalent to the GS-07 level.
OR
- A master’s or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in a relevant field.
OR
- A combination of education and experience may be used to qualify if the computed percentage of the requirements is at least 100%.
Time in Grade Requirements
- GS-09: Applicants must have 52 weeks of Federal service at the GS-07 level or equivalent within the last 52 weeks.
- GS-07: Applicants must have 52 weeks of Federal service at the GS-05 level or equivalent within the last 52 weeks.
Education
