About the Role

As Assistant Manager for Facilities Maintenance, you will manage day-to-day operations covering multiple shifts, supervising crews to handle facilities activities for on-base and road teams across a 1,300 square mile area. You will ensure compliance with union contracts and agency policies while promoting a positive working environment.

Responsibilities

  • Supervise and direct Facilities Technicians and Lead employees.
  • Drive company vehicles to remote sites to supervise, train, and assist staff.
  • Recruit, train, and supervise staff; prioritize and assign work.
  • Provide regular performance feedback, coaching, and guidance to support employee growth and accountability.
  • Facilitate conflict resolution within the team and encourage professional development.
  • Conduct regular quality assurance and quality control assessments.
  • Coordinate with vendors, suppliers, and contractors to resolve issues; monitor vendor performance against contract requirements.
  • Lead Facilities projects, review and approve project expenditures, contractor requisitions, and invoices.
  • Prepare and approve change orders in accordance with agency policy; review and approve deviations from project plans.
  • Authorize and delegate expenditures under $5,000 in cooperation with the Manager.
  • Serve as the department or division representative in meetings and on committees.
  • Support positive union/management working relationships; resolve union and personnel issues through education, negotiation, and conflict resolution.
  • Research and provide documentation for responses to grievances; recommend solutions and prepare written responses.
  • May testify at hearings or arbitrations.
  • Recommend policy and procedural changes to the Manager and Director.
  • Assist in developing and documenting business practices, SOPs, rules, and regulations for the department.
  • Analyze the impact of changes in requirements, staffing, policies, or programs and report impacts to the Manager.
  • Ensure Leads and crew members follow all department and agency policies and procedures.
  • Monitor procedures and documentation to ensure safe and effective repairs of properties and assets.
  • Ensure compliance with agency standards for processing work orders, reporting accidents and incidents, maintaining safety protocols, and handling required forms.
  • Perform other duties of a similar nature or level as assigned.

Requirements

  • 7 years of journey-level experience in facilities trades or specialties.
  • 1-3 years of supervision and management experience, including supervising union employees.
  • Valid WA driver’s license (or ability to obtain by start date).
  • Good driving record (no more than 2 moving violations and 2 accidents in the past 5 years).
  • An equivalent combination of education and experience may be accepted.

Knowledge

  • Equipment maintenance procedures and techniques, including preventive maintenance, repair, and operations of facilities and equipment.
  • Supervision and leadership principles and techniques.
  • Management practices, work scheduling, performance management (coaching, counseling, development, performance improvement planning, discipline).
  • Union and employee relations and contract administration.
  • State and federal regulations regarding health and safety issues in equipment maintenance (e.g., hazardous materials, lock-out/tag-out, respiratory protection, safety practices).
  • Contract administration.
  • Conflict resolution, mediation, or facilitation.

Working Conditions

Your work will be performed in an office environment and at various facility locations or shops. You will need to:

  • Operate maintenance tools and equipment, and standard office equipment and keyboards.
  • Move throughout and between different buildings.
  • Work in all types of weather conditions.
  • Work in environments with grease, dust, dirt, chemicals, solvents, carbon monoxide, shop environment fumes, and diesel fumes from vehicles and machinery.
  • Perform some lifting up to 50 pounds.
