About the role

The Honolulu Board of Water Supply is seeking an Assistant Field Operations Manager to support the Program Administrator in overseeing the division's operations.

Responsibilities

  • Directs 24/7 operation and maintenance of the island-wide water distribution system, including pipelines, hydrants, valves, meters, facilities, and related infrastructure.
  • Leads and coordinates response to major system disruptions (e.g., main breaks, natural disasters), serving as on-site incident commander to restore service and minimize impact.
  • Plans, coordinates, and supervises construction, maintenance, and repair of pipelines, structures, drainage systems, and related public works.
  • Oversees budget development, staffing, performance management, policy implementation, and labor relations for the division.
  • Collaborates with internal units and external agencies to drive long-term planning, operational improvements, and compliance with regulatory requirements.
  • Performs other related duties as required.

Special Work Requirements

This position is classified as a Disaster Response Worker and is required to staff the Departmental Operations Center (DOC) in times of emergency. Works in adverse weather conditions and additional hours as necessary to oversee and coordinate emergency repairs to restore water service as quickly and safely as possible.

Qualifications

  • Education: Equivalent to a bachelor's degree in engineering from a regionally-accredited college or university.
  • Experience: Three (3) years of administrative experience relating to the design, construction, installation, and/or maintenance of a major facilities or systems encompassing field operations of a large geographic area.
  • Licenses: Possession of a valid license as a professional engineer in the State of Hawaii. Applicants with a current out-of-state professional Engineer license must obtain their Hawaii license prior to appointment.
