About the role
The Honolulu Board of Water Supply is seeking a Field Operations Manager (Program Administrator) to lead the Field Operations Division.
Responsibilities
- Determine operational priorities for the division and its programs, aligning with the Board's vision and mission, strategic goals, and statutory responsibilities.
- Effectively optimize financial, human, and material resources to achieve organizational goals.
- Build and maintain effective working relationships and collaborative partnerships with internal and external stakeholders.
- Confer with BWS engineers on the design of capital projects to ensure consistency with BWS design and construction goals, objectives, and standards.
- Drive operational excellence through performance management, continuous improvement, and implementation of industry best practices.
- Develop and implement innovative, resilient strategies to enhance service delivery.
- Staff the Departmental Operations Center (DOC) during emergencies and work in adverse weather conditions as needed.
Requirements
- Must be a citizen, national, or permanent resident alien of the United States, or a non-citizen eligible under federal law for unrestricted employment.
- Equivalent to a bachelor's degree in engineering from a regionally-accredited college or university.
- Four (4) years of administrative experience relating to the design, construction, installation, and/or maintenance of major facilities or systems.
- Ability to direct and administer facility maintenance and emergency repair programs.
- Knowledge of engineering principles and practices related to the operation, maintenance, and repair of major facilities and systems.
- Strong written and verbal communication skills.
- Ability to build collaborative relationships, foster teamwork, and lead staff effectively.
- Possession of a valid license as a professional Engineer in the State of Hawaii.
Qualifications
