ARTC - Entry Level Test Engineer

About the role
Plans, designs, coordinates, executes, monitors, evaluates, and generates reports for state-of-the-art military equipment that requires close adherence to established test procedures and/or development of new procedures. The Arctic Region Test Center (ARTC) handles a range of system and sensor testing activities including precision navigation, unmanned aerial systems, parachute systems, precision guided airdrop systems, surveillance, reconnaissance systems, electronic warfare, counter improvised explosive devices (IED), interoperability, and electromagnetic compatibility.
ARTC testing also includes a wide range of wheeled and tracked combat vehicles with either mounted direct or indirect fire weapon systems. Automotive vehicles include a variety of wheeled vehicle types and may also include logistics, material handling equipment, and route clearing equipment. Direct fire weapon systems include associated munitions and targeting systems.
In addition to systems, sensors, and vehicle testing, munitions and weapons testing is performed on indirect fire weapons systems, large caliber munitions, guided projectiles, lot acceptance, insensitive munitions, and stockpile. Another area of support includes mines, countermines, demolition systems, mine performance, detection and neutralization, as well as smart and networked munitions.
Assigned tests are usually feasibility, engineering design, development, or product validation tests. Other assignments may include independent responsibility for a project or serving as a project engineer on a major, complex system that is part of a high-visibility, high-cost program. Performs other duties as required to complete the assigned mission.
Responsibilities
- Plan, design, coordinate, execute, monitor, and evaluate tests for military equipment.
- Develop and adhere to established test procedures or create new procedures as needed.
- Manage feasibility, engineering design, development, or product validation tests.
- Serve as a project engineer or lead on complex, high-visibility programs.
- Interface with customers, plan, estimate costs, execute tests, analyze data, and generate reports.
- Provide leadership to subordinate employees when necessary.
- Manage complex test projects and programs, including customer interface and reporting.
Requirements
- Bachelor of Science degree in Engineering from an ABET-accredited college or university.
- Must earn a Test Officer Certification within 1 year of hire.
- Comprehensive knowledge of Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Demonstrated experience as highly motivated, self-directed, and able to set priorities and meet deadlines.
- Strong analytical, critical thinking, and problem-solving skills.
- Ability to provide leadership to subordinate employees.
- Interest in learning and developing in the field of test and evaluation of military equipment and systems.
- Comprehensive knowledge of MATLAB, Python, JMP, or other numerical analysis software.
- Ability to multi-task in a stressful, fast-paced work environment.
- Highly organized with a willingness to adapt to any situation.
- Must pass a pre-employment physical and drug screening, with periodic re-screenings.
- Must be able to work long and varied hours, including weekends, holidays, and overtime as needed—sometimes on short notice.
- Must be able to travel for off-site duties up to 10% of the time.

Physical Requirements
- Capable of frequent bending, squatting, crouching, kneeling, standing, climbing, and stooping, sometimes for long periods.
- Must be able to ascend and descend equipment.
- Must be able to visually distinguish colors.
- Capable of lifting and transporting 35 lbs. unassisted over uneven ground for 50 feet.
- Capable of working in extreme weather conditions, including summer temperatures peaking around 120 degrees Fahrenheit.
- Must be able to wear appropriate Personal Protective Equipment (PPE) for assigned work tasks.
- Must be able to use two-way radios, email, and cellular phones for communications.
Skills
- Comprehensive knowledge of MATLAB, Python, JMP, or other numerical analysis software.

Desirable Qualifications
- Mechanical, Aerospace, or Automotive Engineering degree.
- Experience with LLMs and prompt engineering.
- Experience leading a multi-disciplined project team.
- Intermediate knowledge of Microsoft Project software.
- Engineering internship experience.
- Successful completion of the Fundamentals of Engineering (FE) exam.
- Six Sigma Greenbelt certification.
- Knowledge of government office procedures and prior work experience in a government testing office environment.
- Ability to interpret scheduling requirements from multiple sources and efficiently schedule personnel and equipment.
- Ability to identify existing and predictable hazards in developmental testing and take prompt corrective measures.
- Experience with test planning, cost estimating, project management, data analysis, and/or technical writing.
