About the role
This position is part of the TPA Cloud Migration team, dedicated to migrating applications to the CMS AWS Cloud. The team operates in Agile environments, participating in daily stand-ups and using tools like Jira and Confluence to track progress, document user stories, and collaborate closely with developers, testers, and business stakeholders. The role blends deep technical execution with cross-functional leadership, acting as a critical bridge between IT and business.
Onsite is highly preferred, though partial and remote candidates will be considered. Interviews will be onsite for local/partial candidates and remote for non-local candidates. Hours are 8:30 a.m. to 5 p.m., with possible overtime as needed to meet project timelines.
Responsibilities
- Defines customer needs in technical and business contexts. Ensures proposed technical and business solutions meet the customer's objectives for the work effort.
- Provides guidance with planning and prioritization of business analysis activities in support of large, high-visibility projects and support efforts. Mentors less experienced staff to ensure they remain on target for meeting customer requirements.
- Elicits and documents user requirements (25%) to meet business objectives, sets customer expectations on feasibility, and organizes information into logical documents using business analysis models.
- Acts as the Subject Matter Expert for one or more lines of business on various projects (25%) and mentors less experienced business systems analysts.
- Ensures understanding of why the business solution was chosen (10%) and guides both technical and customer departments in the development of systems.
- Facilitates the transfer of knowledge about the "big picture" direction of the business units (10%) to others who support them, including providing guidance to less experienced team members.
- Ensures accurate deployment of solutions (10%) through review of problem logs, assisting with test plans and test matrices, and other analysis activities.
- Provides business direction for system changes (10%) and validates the business need for solutions to business problems and process improvements.
- Leads or contributes to team presentations, explaining complex technical solutions in a clear, business-friendly way.
- Designs and optimizes cloud-based analytics solutions, defines customer needs in a technical context, and ensures cloud solutions align with business objectives.
- Contributes to data governance and compliance efforts.
Requirements
- Agile Scrum Master experience.
- Agile Product Owner or Agile Business Analyst experience.
- Cloud-hosted application experience.
- Medicare experience.
- Proficiency with Jira/Confluence and TestRail/ALM.
Nice to have
- Experience with Azure DevOps, GitHub Actions.
- Understanding of DevOps practices and ability to help manage cloud-based analytics pipelines and deployments.
- Experience with version control, automated testing, and deployment workflows.
Qualifications
- Bachelor's degree in Computer Science, Business Administration, or other job-related field, or
- 4 years of job-related work experience, or
- 2 years of job-related experience plus an associate’s degree in Computer Science, Business Administration, or other job-related degree.
- 8 years of IT business analysis experience.
