About the Role
The California LifeLine (LifeLine) Program Section of the Consumer Programs Branch, Communications Division, assists the Commission in administering the California LifeLine Program—one of six universal service telecommunications programs. The program provides discounted home and cell phone services to 1.7 million eligible low-income households. The role involves supporting the development and implementation of universal service policies to promote affordable access to necessary communications services.
Responsibilities
- Perform contract review and compliance monitoring of the California LifeLine third-party administrator (TPA) and other CPUC vendors.
- Provide oversight of communication between the TPA and stakeholders, including service providers, consumer advocate groups, other State agencies, and the public.
- Analyze contract requirements and deliverables; provide recommendations to facilitate and modernize the program.
- Track, review, and process monthly invoices.
- Perform audits and track program fund balances to ensure sufficient funds.
- Manage LifeLine mailboxes and program websites.
Requirements
- Prepare and submit a Statement of Qualifications (SOQ) addressing the following questions:
- Describe your experience in conducting research, analyzing data, and creating reports to make recommendations to management.
- Describe your experience in leading projects, working in a team environment, and establishing and maintaining cooperative and positive working relationships with others.
- Describe how you keep your work organized and what methods you utilize to keep management and stakeholders updated on work.
- SOQ must be in 11-point Arial font, single-spaced, and no more than two pages.
- All information in the SOQ is subject to verification.
Qualifications
- Current version of the State Examination/Employment Application (STD Form 678) or the Electronic State Employment Application via CalCareers.
- Resume demonstrating experience and education related to the minimum qualifications.
Pay
$6,031.00 - $7,547.00 per month. New to State candidates will be hired at the minimum salary of the classification or the minimum of the alternate range, if applicable.
Schedule
Permanent, full-time position with hybrid telework.
