ANALYST II
About the role
The Analyst II performs a variety of analytical tasks related to Part C of the Individuals with Disabilities Education Act (IDEA), also known as Early Start in California. This includes coordination of public meetings governed by the Bagley Keene Act, community and community engagement, delivery of personnel development activities throughout California, coordination and monitoring of statewide initiatives and outcomes for identifying, locating, and evaluating all infants and toddlers with disabilities ages birth through age two, and contract development and management.
Responsibilities
- Work closely with program management, subject-matter experts, the California Department of Education (CDE), family resource centers (FRCs), local educational agencies (LEAs), regional centers (RCs), and other community to facilitate communication, consultation, and the development of specific resources to support families in the Early Start program.
- Support the completion of projects to ensure that federal compliance reporting requirements are met.
- Provide technical assistance to a variety of our community.
Requirements
Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.
Qualifications
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered for the position.
- Describe a time when you were responsible for completing a large or complex project. How did you break the project down into manageable tasks, and what strategies, tools, or methods did you use to ensure successful completion?
- How do you understand the service delivery system for individuals with disabilities and the importance of Early Intervention services?
Desirable Qualifications
- Knowledge of: The Lanterman Act, The Bagley Keene Act, Part C of the Individuals with Disabilities Education Act (IDEA), also known as Early Start in California; Part B of IDEA, also known as Special Education; the California Early Intervention Services Act; and the developmental services system.
- Experience working with people in a teamwork environment.
- Knowledge of analytical and research methods.
- Ability to: Interpret laws and regulations, evaluate and solve problems accurately and take effective action, create clear and comprehensive reports, adhere to office policies and procedures related to the protection of confidential information, meet and deal respectfully with the public, establish and maintain effective working relations with others, apply specific laws, rules and office policies and procedures, perform the essential job functions and adhere to professional conduct, be able to self-direct for timely project completion, and maintain regular attendance.
- Proficiency in Microsoft Office Suite, Excel program techniques, Outlook, SharePoint, and Teams.
- Ability to develop tools to track and maintain data for a variety of state and federal reporting.
