Position Summary

The Administrator/Clinical Manager is responsible for the overall management, operation, and clinical oversight of a licensed Personal Care Agency. This leadership position ensures the delivery of high-quality client services, compliance with all applicable federal and Virginia state regulations, achievement of operational goals, and maintenance of exceptional client and employee satisfaction.

Essential Duties and Responsibilities

  • Leads and oversees daily agency operations.
  • Develops and implements operational processes that promote efficiency and quality service delivery.
  • Ensures adequate staffing levels to meet client needs.
  • Maintains agency performance metrics and prepares reports for executive leadership.
  • Serves as the primary management representative for agency operations.
  • Oversees client admissions, assessments, service plans, and reassessments.
  • Ensures services are delivered in accordance with physician orders, care plans, agency policies, and applicable regulations.
  • Reviews client records for completeness, accuracy, and compliance.
  • Maintains client outcomes and satisfaction.
  • Addresses client complaints and service concerns promptly and professionally.
  • Participates in quality improvement and risk management activities.
  • Ensures compliance with Virginia Department of Health regulations and all applicable state and federal requirements.
  • Maintains agency readiness for surveys, audits, and inspections.
  • Develops, implements, and updates agency policies and procedures.
  • Investigates incidents and implements corrective actions when necessary.
  • Maintains required documentation and records.
  • Recruits, interviews, hires, and onboards clinical and non-clinical staff.
  • Provides supervision, coaching, and performance management.
  • Conducts employee evaluations and competency assessments.
  • Ensures staff receive required orientation and ongoing training.
  • Fosters a positive, professional, and accountable work environment.
  • Leads the agency's Quality Assurance and Performance Improvement (QAPI) activities.
  • Maintains key performance indicators including client satisfaction, employee retention, compliance metrics, and service utilization.
  • Develops and implements corrective action plans when needed.
  • Analyzes trends and recommends process improvements.
  • Supports census growth and client retention initiatives.
  • Develops relationships with referral sources, healthcare providers, hospitals, case managers, and community organizations.
  • Represents the agency professionally within the community.
  • Participates in marketing and outreach activities as assigned.

Qualifications

  • Licensed Registered Nurse (RN) in Virginia preferred; qualified healthcare professional meeting Virginia Personal Care Agency requirements will be considered.
  • Previous healthcare management experience preferred.
  • Minimum two (2) years of supervisory experience.
  • Strong knowledge of Virginia Personal Care regulations and standards.
  • Excellent leadership, communication, organizational, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficiency with electronic health records and Microsoft Office applications.
  • Valid driver's license and reliable transportation.
  • Experience in home care, personal care, private duty, or home health (preferred).
  • Experience with Medicaid waiver programs (preferred).
  • Survey readiness and accreditation experience (preferred).
