Starting salary up to $59.23/hour ($123,620/year), a cash allowance of $600/month, and a competitive total compensation package.

About the Positions
The Department of Health Services (DHS) currently has four open Administrative Services Officer (ASO) II positions located within the Administration Unit.
- Three positions are responsible for organizing, directing, and managing centralized administrative functions and program support services for either the Public Health Division, Behavioral Health Division, or Administration Unit.
- The fourth ASO II position oversees the Fiscal Budget Team and the Revenue Management Unit and has the functional title of Deputy Chief Financial Officer.
Responsibilities
Typical duties for ASO II positions in DHS may include:
- Performing administrative support functions for the Director and Assistant Directors of Health Services
- Negotiating, drafting, and monitoring contracts for goods and services
- Managing the life cycle of grants from the proposal phase to the submission of timely reports to grant-awarding agencies
- Conducting procurement by completing Request for Proposals (RFP’s), Request for Qualifications (RFQ’s), Notice of Funding Availability (NOFA), and either Single-Source or Sole-Source waivers
- Managing Board of Supervisors agenda items from the proposal phase to submission, including implementation of approved actions
- Developing and submitting Program/Position Change Request (PCR) forms when adjustments to the official Department Allocation List is required
- Submitting Requested Budgets to Finance for contracts and grants
- Developing and implementing administrative and reporting systems and operating procedures
- Recruiting, selecting, training, and supervising a staff of professional, technical, and office support staff who perform administrative support functions
- For the Deputy Chief Financial Officer: Submitting budget recommendations, approving budget transactions, and generating budget reports
Requirements
The ideal candidates will possess:
- Grant management experience, including state and federal grant programs
- The capability to develop and evaluate management improvements and practices using research and analysis
- Strategic and inspiring leadership abilities, including experience in successfully building teams, supervising staff, and helping them set priorities to meet work plan goals and deadlines
- Excellent oral and written communication skills, including persuasive report writing and the ability to make presentations to senior leadership and the Board of Supervisors
- Intermediate to advanced Microsoft Office skills, including Word, Excel, and PowerPoint
- Strong aptitude for time and project management software
- Human Resources knowledge including government processes, policies, and practices is desirable
- For the Deputy Chief Financial Officer: Exceptional fiscal, budgetary, and accounting skills, including analyzing, projecting, tracking, and working with multiple funding sources
Qualifications
Education: Academic coursework which provides the opportunity to acquire the knowledge and abilities listed. Normally, coursework in public administration, business administration, management, accounting, statistics, human resources, or closely related courses would provide such an opportunity.
Experience: Normally, three years of progressively responsible experience in a professional, human resources, administrative, or fiscal staff position, including at least one year of experience supervising professional, administrative, or technical staff.
License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.
