Salary range: $34.71 - $50.25 hourly; $72,474 - $104,922 annually

About the Role

The Accounts Payable Unit Supervisor formulates, maintains, and administers the Department of Human Services’ (DHS) purchasing and payment functions. This position supervises the Financial Operations Division (FOD) Accounts Payable Unit, ensuring departmental obligations are promptly encumbered, paid, and recorded in SWIFT. The role ensures DHS accounts are accurately charged, funds are available and reserved, and state and federal purchasing, travel, and payment policies are followed. The incumbent performs audits, monitors unit performance, and develops metrics for reporting.

Responsibilities

  • Exercise supervisory authority to equitably administer labor agreements and plans, ensuring employees effectively perform assigned duties to meet annual objectives.
  • Lead DHS and MNsure SWIFT purchasing, encumbering, and vendor payment functions to ensure prompt, accurate, and efficient payments with internal controls to identify weaknesses.
  • Develop, write, and maintain agency-wide policies and internal procedures for purchasing, encumbering, and payment processes, including staff training.
  • Serve as the Interface Warrant Print (IWP) application/product owner, utilizing technology to automate purchasing and payment functions, maintain audit trails, and provide data for reporting.
  • Manage and coordinate the unclaimed property review process to determine the validity of outstanding warrants and whether payment should be reissued or forwarded to Unclaimed Property at the Department of Commerce.
  • Supervise and maintain DHS Imprest Cash controls, policies, procedures, and reporting.
  • Coordinate annual and quarterly encumbrance certifications and closing of open purchase orders as required by MMB’s schedule.
  • Supervise and maintain the FOD Accounts Payable Unit Document Retention (EDMS/ICN) scanning policies, procedures, controls, and structure.

Requirements

  • Demonstrated leadership experience, which may include:
    • Experience as a supervisor, lead worker, team lead, or project lead.
    • Completion of a State of Minnesota leadership program (e.g., ELI, L4).
    • A paid or unpaid position leading a program or chairing a committee, with:
      • 1+ year of experience identifying issues, goals, and strategic actions.
      • 100+ hours per year time commitment.
  • Three (3) years of experience in accounting, demonstrating:
    • Analyzing and resolving fiscal discrepancies and developing fiscal procedures.
    • Interpreting financial documents.
    • Knowledge and experience with financial systems, databases, and office applications.
    • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
    • Ability to hold team members accountable for their work and meeting established goals.
    • Ability to prioritize projects and initiatives by aligning people and resources.

Preferred Qualifications

  • Knowledge of state and department purchasing, travel, personnel, and payroll policies, with the ability to interpret and explain them.
  • Demonstrated working knowledge of SWIFT Accounts Payable, Budgets, and Purchasing.
  • Experience managing conflict effectively.
  • Ability to develop networks and build alliances with diverse groups and communities.
  • Experience in a work environment actively working to correct inequities and disparities.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
