Accounting Officer (Specialist)
About the role
This Accounting Officer (Specialist) position offers a hybrid work schedule with a minimum of 4 days in-office, consistent with the department's telework policy. Under the general supervision of the Senior Accounting Officer, the incumbent is responsible for the audit, payment, and reconciliation of encumbrances and invoices in accordance with Government Codes, State Administrative Manual, Department procedures, and the Prompt Payment Act.
The role involves researching and performing corrective action for various accounting entries to ensure accurate representation of expenditures and encumbrances in financial reports. The incumbent identifies and resolves encumbrances and payment procedure problems, reviews and analyzes Financial Information System for California (FI$Cal) financial reports, and liaises with control agencies.
This position is located at 1416 9th Street, 12th Floor, Sacramento, CA 95814.
Responsibilities
- Audit, payment, and reconciliation of encumbrances and invoices in compliance with applicable regulations and procedures.
- Research and perform corrective action for accounting entries to ensure expenditures and encumbrances are accurately reflected in financial reports.
- Identify and resolve issues related to encumbrances and payment procedures.
- Review and analyze financial reports from the Financial Information System for California (FI$Cal).
- Liaise with control agencies to address accounting discrepancies and procedural issues.
- Occasional travel may be required for meetings, training, or other job-related activities.
Requirements
- Possession of minimum qualifications as outlined in the Classification Specifications, including specific educational coursework from a collegiate-grade residential institution. Required courses include:
- Elementary accounting
- Advanced accounting
- Auditing
- Cost accounting
- Business law
- Applicants with a college degree obtained outside the United States must have their education records evaluated by a credential evaluation service (e.g., NACES).
- Must be reachable on an employment list, have transfer eligibility, or have reinstatement eligibility to be considered for this position.
- Submission of a Statement of Qualifications (SOQ) is required. The SOQ must:
- Be in 12 pt. Arial font with 1" margins.
- Be limited to no more than two (2) single-spaced pages.
- Be in narrative form (no bullet points).
- Address how the required coursework (elementary accounting, advanced accounting, auditing, cost accounting, and business law) has prepared you for the duties of this position, with specific examples.
- Unofficial transcripts/diploma must be submitted for verification.
Working Conditions
- 40-hour workweek in a cubicle within an air-conditioned office setting with elevator access and natural/artificial lighting.
- Prolonged use of a computer, calculator, and telephone, along with regular interaction with co-workers.
- Partial telework may be available as approved by the Department.
