Accountant III, IV - Project Control Section
About the role
The Accountant (Operations), Accountant (Systems), and Accountant (Fund Control) IV positions are responsible for supervising and participating in various aspects of fiscal data management, including the collection, compilation, and evaluation of financial data. They also prepare financial statements and reports, recommend changes to accounting procedures, and assist management with interpreting accounting data.
Responsibilities
- Supervise and participate in the collection, compilation, classification, and evaluation of fiscal data.
- Take trial balances, make adjusting and closing entries, verify and analyze financial data, and prepare financial statements and reports.
- Supervise lower-level personnel concerned with fiscal control.
- Recommend changes of forms, procedures, and policies governing the accounting functions and implement changes as directed.
- Make adjustment journal vouchers, verifying for correct application of accounting principles and mathematical accuracy.
- Prepare reports necessary for the determination and reporting of federal expenditures and fund balances on federal grant-in-aid programs.
- Confer with representatives of the Budget and Comptroller's offices on financial matters.
- Assist management officials by interpreting accounting data, trends, statements, etc., and explaining the program implications of accounting data.
- Study the accounts, or reports, or procedural instructions within the area of assignment.
- Hold discussions with operating employees, supervisors, and program officials to learn the details of work processes and procedures that need to be reflected in the accounting system.
- Devise the system, prepare the necessary forms, manuals, procedures, etc.
- Initiate fiscal transactional data to be recorded in the general ledger accounts and in the subsidiary ledgers for unallotted appropriations, unencumbered allotments, revenue receipts, etc.
- Review and audit transactional data submitted by the various governmental departments and agencies for propriety and correctness and accuracy as outlined in the Statewide Uniform Chart of Accounts.
- Absorb assistance in preparing quarterly financial reports on the status of all appropriations, allotments, and encumbrances for all departments and for all funds of the State.
Requirements
- Basic Education Requirement: Bachelor's degree from an accredited 4-year college or university with at least 12 semester credit hours in accounting and/or auditing subjects.
- Experience Requirements:
- Accountant III: 1-1/2 years of progressively responsible professional accounting or auditing experience.
- Accountant IV: 2-1/2 years of progressively responsible professional accounting or auditing experience.
- Substitutions Allowed:
- Professional, analytical or administrative experience which did not require the knowledge and application of accounting and/or auditing principles and practices, may be substituted for the Education requirement on a year-for-year basis.
- Professional accounting or auditing experience.
- Maintaining general journals and general ledger accounts and related books and accounts, and preparing balance sheets and profit and loss statements and related accounting and financial reports.
Qualifications

Skills
Knowledge of generally accepted accounting and auditing principles and practices, proficiency in computerized accounting systems, and strong organizational and analytical skills are essential.

Salary: Based on full-time employment and includes shortage and school year differentials, if applicable.
Pay
Payday: On the 5th and 20th (or previous business day) of every month.
