About the role

The position provides technical and analytical expertise in evaluating, assessing, and reviewing assigned programs. It also involves providing insights and process improvements to meet agency goals. The role supports the District Maintenance Engineer in delivering district maintenance and asset management programs.

Responsibilities

  • Asset Condition and Inventory Management: Point of contact for the Asset Management System (AMS) and Work Accomplishment Reporting System (WAR); produce district reports; communicate with maintenance areas on status.
  • Budgeting: Prepare and submit budgets; provide guidance and technical assistance during budget preparation; monitor expenditures and analyze data; perform cost analyses and make determinations for fund transfers.
  • Emergency Response Program: Ensure maintenance managers and staff monitor and respond to severe weather events; provide support for the district-wide emergency response team; ensure administrative functions are carried out.
  • Maintenance Program Leadership Group (MPLG) Member: Participate on district and statewide maintenance leadership committees; attend meetings, prepare and present required reports; share committee information with district maintenance staff; provide leadership and support in all aspects of the district maintenance program.
  • Policies and Procedures: Develop, maintain, and communicate identified changes to policies or procedures; ensure all stakeholders are accounted for and full scope of impact of policy changes are considered before implementation; coordinate any proposed changes with leadership and stakeholders.
  • Program Management: Coordinate the development of budget, procedures, training, implementation, interoperability, interpretation, and oversight of assigned programs; develop procedures that provide consistency and uniformity; make recommendations on programmatic changes based upon documented best practices, and sound guidance; develop and implement policies, procedures and guidelines to ensure project quality and compliance.
  • Project Compliance: Perform evaluation of correctable non-compliance items identified in Improvement Reviews in accordance with applicable law, regulations, and internal processes to determine whether corrective actions have been taken.
  • Project Management: Perform comprehensive reviews on complex construction and maintenance, equipment, or safety projects as assigned within scope of program areas; evaluate engineering, process and management actions; determine compliance with expected requirements of each activity in compliance with applicable Standard Operating Procedures (SOP) and internal management performance goals.
  • Research, Committees and Technical Assistance: Conduct research and provide technical assistance to customers on a wide variety of roadway design, maintenance, equipment, and/or safety related areas as assigned.
  • SWMB: Inspect and inventory condition ratings for Stormwater Management Basins throughout the district; develop and manage inventory addition intake processes; establish procedures and methodology for registering new inventory at the district level.
  • Teamwork: Coordinate the flow of information to and from others that contributes to project plan development and execution.

  • Knowledge of federal, state transportation rules, regulations and policies.

  • Working knowledge of transportation engineering principles and practices.

Additional Considerations

  • A combination of training, experience or education in Mechanical Engineering, Civil Engineering, Design, Construction, Criminal Justice, Security, Finance, Accounting, Public Administration, Business Management or related field desired.
  • Experience managing and coordinating activities of a transportation maintenance program for a specific geographical area.
