About the role

We are seeking an AS-NEEDED - Human Resources Specialist, Training and Education to join our HR - Talent team. This position contributes to the design, administration, implementation and evaluation of learning and development programs that support CalOptima Health's workforce, compliance requirements and strategic initiatives.

Responsibilities

  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Serves as a subject-matter resource for training and education reimbursement programs, learning systems and workforce development efforts.
  • Administers and facilitates designated training programs, including onboarding, compliance, leadership and enterprise-wide initiatives.
  • Develops, enhances and maintains training curricula, learning pathways, instructional and program materials.
  • Collaborates with subject-matter experts to translate business and compliance requirements into effective learning solutions.
  • Ensures training content aligns with adult learning principles and CalOptima Health standards.
  • Administers learning management system (LMS) functions, including course assignments, completion tracking, reporting and documentation.
  • Troubleshoots LMS issues and supports continuous system improvements.
  • Produces training metrics, dashboards and reports to support leadership decision-making and audit readiness.
  • Evaluates training effectiveness using participation data, feedback and outcome measures.
  • Analyzes training data to support continuous improvements of enterprise learning programs, training delivery, content and learning strategies.
  • Coordinates with external training vendors and partners to support program delivery.
  • Serves as the primary human resources (HR) point of contact for designated training programs and the education reimbursement program.
  • Reviews, processes and tracks education reimbursement requests, verifies employee eligibility and maintains supporting documentation to ensure compliance with policies, budget and legal requirements related to education benefits.
  • Maintains accurate records of all reimbursements processed, including fund usage, eligibility documentation and audit trails.
  • Monitors the effectiveness and relevance of the education reimbursement program to improve utilization, employee satisfaction and compliance.

Requirements

A high school diploma or equivalent is required, along with 3 years of experience in training or human resources. An equivalent combination of education and experience may also qualify.

You must have access to means of transportation for work away from the primary office approximately 10% of the time.

Qualifications

  • Experience with LMS administration, training, facilitation and instructional design.
  • Knowledge of regulatory agencies' requirements.

Physical Requirements

  • Ability to visually read information from computer screens, forms and other printed materials and information.
  • Ability to speak (enunciate) clearly in conversation and general communication.
  • Hearing ability for verbal communication/conversation/responses via telephone, telephone systems, and face-to-face interactions.
  • Manual dexterity for typing, writing, standing and reaching, flexibility, body movement for bending, crouching, walking, kneeling and prolonged sitting.
  • Lifting and moving objects, patients and/or equipment 10 to 25 pounds.

Pay

The pay grade for this role is 305, with a range of $55,966 - $83,949 ($26.91 - $40.3601).
