About the role
IBSS Corp. is seeking a Workforce Analytics & Strategic Planning Analyst to support the NOAA National Weather Service (NWS) Office of the Assistant Administrator (OAA) under the Program Management Support Services contract. This position provides analytical and workforce planning support to the National Weather Service Headquarters (NWS HQ).
Responsibilities
- Collect, validate, and analyze workforce data from HR and financial systems and organizational datasets.
- Standardize workforce metrics, definitions, and reporting structures.
- Perform data quality checks to ensure accuracy, consistency, and reliability of workforce information.
- Analyze current workforce composition including staffing levels, skills, FTEs, and organizational distribution.
- Conduct trend analysis on workforce metrics such as attrition, hiring, retirements, and internal mobility.
- Develop workforce demand and supply forecasts aligned with operational and strategic goals.
- Identify workforce gaps in skills, capacity, and structure.
- Support leadership in workforce planning and organizational design efforts.
- Develop scenario-based workforce models to assess the impact of organizational or mission changes.
- Provide data-driven recommendations for recruitment, retention, and succession planning strategies.
- Develop and maintain workforce dashboards, reports, and performance analytics products.
- Create clear visualizations to communicate workforce insights to leadership.
- Produce recurring and ad-hoc reports for executive decision-making.
- Identify opportunities to improve workforce data processes, reporting methods, and analytics workflows.
- Develop and maintain SOPs for workforce analytics and reporting functions.
- Support continuous improvement initiatives for workforce planning tools and methodologies.
- Ensure compliance with privacy and personnel data handling requirements (PII).
Qualifications
- Education: Bachelor's degree in Business, Data Analytics, Public Administration, Human Resources, Economics, or related field.
- Experience: 4-8 years of experience in the related area. Experience in workforce analytics, HR analytics, workforce planning, or program/data analysis.
- Strong analytical, problem-solving, and data interpretation skills.
- Experience working with large datasets and reporting/visualization tools (Excel, Power BI, Tableau, or similar).
- Strong written and verbal communication skills.
- Ability to manage multiple priorities in a fast-paced environment.
Preferred Qualifications
- Experience supporting the Federal Government workforce or HR analytics functions.
- Familiarity with Federal workforce systems and reporting structures.
- Experience with statistical analysis or predictive workforce modeling.
- Experience supporting organizational transformation initiatives.
- Experience with SharePoint, SQL, or similar data tools.
