About the role

The primary responsibility of a Water Utility Worker is to install, maintain, operate, replace, and repair water mains, services, fire hydrants, water meters, and appurtenant valves and equipment.

Responsibilities

• Install, maintain, operate, replace, and repair water mains, services, fire hydrants, water meters, and appurtenant valves and equipment.
• May require a California State Water Resources Control Board Distribution Operator Grade D2 certificate prior to completion of the probationary period.
• Must have a valid Class B (or A) driver’s license and a valid medical certificate approved by the DMV at the time of appointment.
• Must not have three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation within the last 36 months in any state or jurisdiction.
• Must submit proof of military service and satisfactory performance prior to appointment.
• Must submit a copy of their DD214-1 or military identification with EAOS within six months from the application date.

Requirements

• Eighteen months of full-time paid experience in the installation, and either operation and/or maintenance of all of the following:
• Potable water services (excluding sprinkler experience), and Potable water supply and distribution pipelines such as mains, and/or trunk lines (need to be at least 6” and larger pipes irrigation lines), and Appurtenant valves and equipment.
• OR Eighteen months of full-time paid experience in the installation, and either operation and/or maintenance of all of the following while in the United States Armed Forces:
• Potable water services (excluding sprinkler experience), and Potable water supply and distribution pipelines such as mains, and/or trunk lines (need to be at least 6” and larger pipes irrigation lines), and Appurtenant valves and equipment.

• Candidates must have a valid Class B (or A) driver’s license and a valid medical certificate approved by the DMV at the time of appointment.
• Candidates must not have three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation within the last 36 months in any state or jurisdiction.

• Knowledge of methods, materials, fittings, tools and equipment used in the installation, maintenance, and repair of water service, mains, water meters, fire hydrants, and appurtenant water distribution equipment.
• Parts and functions of valves and fire hydrants.
• Trenching and shoring practices.
• Locating substructures.
• Vehicle inspections.
• Safety practices, including work area protection and traffic control.
• Ability to join pipe connections.
• Use power and hand tools weighing up to 90 lbs.
• Operate compressors, dewatering pumps, and generators.
• Deal tactfully and effectively with the public and crew members/co-workers.

Benefits

• Annual salary range in the Department of Water and Power is $86,088 to $106,968; $92,832 to $115,341; $112,835 to $119,120; $115,341 to $121,772.
• Candidates from the eligible list are normally appointed to vacancies in the lower pay grade positions.
• The current salary range is subject to change.

Schedule

• On-line multiple-choice test will be held between TUESDAY, SEPTEMBER 8, 2026 and MONDAY, SEPTEMBER 14, 2026.

• Applications will only be accepted on-line.
• Filing Period 1: FRIDAY, JULY 3, 2026 to THURSDAY, JULY 16, 2026.
• Additional test dates may be added as needed.
• For candidates who apply during Filing Period 1, it is anticipated that the on-line multiple-choice test will be held between TUESDAY, SEPTEMBER 8, 2026 and MONDAY, SEPTEMBER 14, 2026.

Selection Process

• Examination Weight: Multiple-Choice Test - 100%
• The examination will consist entirely of a multiple-choice test administered and proctored on-line.
• In the on-line multiple-choice test, the following competencies may be evaluated, including knowledge of:
• Methods, materials, fittings, tools and equipment used in the installation, maintenance, and repair of water service, mains, water meters, fire hydrants, and appurtenant water distribution equipment;
• Parts and functions of valves and fire hydrants;
• Trenching and shoring practices;
• Locating substructures;
• Vehicle inspections;
• Safety practices, including work area protection and traffic control;
• And the ability to:
• Join pipe connections;
• Use power and hand tools weighing up to 90 lbs.;
• Operate compressors, dewatering pumps, and generators;
• Deal tactfully and effectively with the public and crew members/co-workers;
• And other necessary knowledge, skills, and abilities.

FAQs for on-line testing

• For candidates who do not have the required equipment, there may be the option to take the multiple-choice test onsite at a City facility.
