Essential Functions
- Delivers in-person and virtual Operator Certification Training courses required to obtain and maintain TCEQ occupational licensing for Dallas Water Utilities and regional partner utilities, including advanced technical instruction for employees involved in water/wastewater treatment and water distribution functions.
- Delivers Safety Certification Training courses such as CPR/ AED/ First Aid, Confined Space Entry, HAZMAT First Responder, Excavation and Cave-in Protection, and Defensive Driving.
- Assists with maintaining a TCEQ-approved comprehensive technical training program, including instructor-led training, standard operating procedures, and field guides in support of Dallas Water Utilities.
- Aids in the development of curriculum, training materials, and other training aids.
- Collaborates with DWU volunteer instructors on training session agendas, providing classroom materials, student attendance, and course evaluations.
- Evaluates staff competencies and promotes continual development of DWU employees.
- Compiles and reports training data to DWU leadership, including information related to training attendance and effectiveness.
- Communicates to share best practices between DWU divisions, facilities, other city departments, and regional partner utilities.
- Maintains current training and development techniques, practices, and course materials.
- Coordinates with TCEQ and other governing bodies regarding new House Bills, mandates, or regulatory changes; communicates updates to the department and updates curriculum as needed.
- Provides individual and group tutoring sessions for occupational licensing exam preparation.
- Reports employee training hours to TCEQ for operator certification courses.
- Assists DWU employees in resolving issues with TCEQ related to license requirements and training certifications.
- Enters training hours in the city’s learning management system, Workday Learning, to support departmental training compliance.
- Identifies and promotes regional training opportunities.
- Maintain status as a TCEQ-approved trainer.
Knowledge, Skills, And Abilities
- Knowledge of operation and maintenance of water systems, including surface water treatment processes, water storage and pumping systems, water main and service line installation and repairs, utility construction, and water metering.
- Knowledge of operation and maintenance of wastewater systems, including domestic wastewater treatment, industrial pretreatment, wastewater reuse and wastewater collection systems.
- Knowledge of water utility safety practices, including first aid, confined space entry safety, HAZMAT response, safe driving, excavation and Cave-in protection, and emergency management systems.
- Knowledge of personal computer software, including Microsoft Office products such as Excel, Word, PowerPoint, Access, and Outlook.
- Knowledge of existing industry training resources.
- Knowledge of the components of a comprehensive training program, including competency requirements, gap assessment, materials development, and execution.
- Demonstrated proficiency in delivering technical training programs specific to the water/wastewater industry.
- Effective communication skills, including the ability to communicate with varied audiences, including groups of 20 or more, the public, and other city departments.
- The ability to communicate both orally and in writing.
- The ability to make verbal presentations and provide honest feedback with diplomacy.
- The ability to establish and maintain effective working relationships with all levels of management, city officials, vendors, other government agencies, employees, and the public.
- The ability to perform a variety of physical skills including, but not limited to, carrying, driving, filing, holding, kneeling, seeing, sorting, squatting, standing, stooping, twisting, typing, walking, and writing.
- The ability to perform field instruction which may involve exposure to outside conditions.
- Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, and general reporting.
Education
- MINIMUM QUALIFICATIONS: High school diploma or GED.
- Experience: Five (5) years of hands-on water and/or wastewater work experience.
- Licenses And Certification: Valid Texas Class C driver license with good driving record. Valid Class B (or higher) Water or Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).
- Equivalency(ies): Associate degree (or higher) in an education, engineering, or related field plus three (3) years of the specified work experience.
Other Requirements
- Sixty (60) hours of classroom instructional experience.
- Successful completion of the 40-hour TCEQ-approved Effective Instructional Techniques course.
- Successful completion of the 40-hour TCEQ-approved Instructional Design and Evaluation course.
Pay
$58,801.60 - $70,574.40 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
