General Definition and Conditions of Work
Performs intermediate professional work participating in the design and construction of a variety of public works and utility facilities; does related work as required. Work is performed under limited supervision.
Essential Functions/Typical Tasks
- Develops and designs public utility and public works infrastructure projects
- Develops project plans and specifications
- Counsels contractors and the general public on engineering projects
- Engages in engineering research and assists in preparation of contractor proposals, contract papers, and related materials
- Maintains engineering files and records
- Prepares and submits reports as required
- Provides technical assistance to parties planning land improvement and construction activities
- Provides direction to consultants, contractors, and developers in planning and design of public improvement projects
- Assists with the Inflow and Infiltration Program
- Prepares and manages sewer asset replacement and repair projects
- Affords technical support to the Water Resources Engineering & Construction Manager
Knowledge, Skills and Abilities
- General knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned
- General knowledge of modern methods and techniques as applied to the design of public works and utility projects
- Skilled in the use of civil engineering instruments and equipment
- Skilled in the use and application of computer aided design software
- Ability to interpret and apply Federal, State, and local ordinances, standards, and laws
- Ability to read, interpret, and understand engineering drawings, calculations, details, and specifications
- Ability to perform engineering computations and to make recommendations on engineering problems and planning
- Ability to communicate complete ideas effectively, orally and in writing
- Ability to calculate complex cost reports
- Ability to establish and maintain effective working relationships with City officials, employees, contractors, and the general public
Education and Experience
- Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in civil or environmental engineering or related field
- Moderate experience in public works or utility engineering including the review of engineering drawings and specifications
Special Requirements
- Possession of an appropriate driver's license valid in the State of North Carolina
