Essential functions
- Aid with the meter testing program to ensure full compliance with PSC rules and regulations.
- Perform accuracy testing, inspections, maintenance, and repairs on District Metered Area (DMA) meters, customer meters, and wholesale supplier meters.
- Coordinate meter change outs as required by the District and PSC.
- Operate the Meter Test Facility, including testing equipment, meter inventory, and storage repair parts. Maintain good housekeeping.
- Evaluate and design new testing equipment and facilities. Ensure all meter test records are entered into the test database in a timely manner.
- Maintain knowledge of meter theory, specifications, and performance. Assist in evaluating and testing new meter technologies.
- Collaborate with billing administrators and customer service personnel on meter change outs, installations, and metering issues.
- Create work orders for troubleshooting and repair work on meters.
- Manage inventory and assist in ordering and maintaining sufficient levels.
- Assist the water accountability group with tasks such as isolating service line leaks, main line leaks, changing out busted meter bottoms, and other occurrences of water loss.
- Ensure unaccounted for water loss stays within district standards and total loss within PSC standards.
- Perform after-hours operations when scheduled for standby duty.
- Inspect assigned tools, vehicles, and protective equipment daily and recommend replacements when necessary.
- Inform the general manager of any internal or external issues and overall personnel and customer problems.
- Stay updated on emergency planning and community right-to-know act (EPCRA) reporting on hazardous and toxic chemicals.
- Comply with safety standards and policies adopted by Warren County Water District and report all incidents to the supervisor.
- Operate company vehicles safely and comply with local traffic laws and regulations.
- Obtain and maintain a valid driver’s license and First Aid/CPR certification upon employment.
Competencies
- Knowledge of water distribution systems, including operation of meters, pump stations, tanks, and pressure reducing valves.
- Understanding of metering technology and accuracy testing within AWWA and Kentucky Public Service Commission standards.
- Ability to use GIS mapping system effectively to locate main lines, service lines, and gate valves.
- Operational knowledge of Windows, iOS, and Android based operating systems and proficiency in Microsoft Outlook, Word, and Excel.
- Ability to perform service and maintenance operations, conduct meter repairs and maintenance, and use various leak detection methods.
- Effective communication skills, particularly when interacting with customers and businesses during fieldwork.
- Ability to operate a motor vehicle safely and responsibly.
- Confidentiality regarding sensitive employee and customer information.
- Excellent verbal and written communication skills.
Work environment
- Must be able to perform outside work in all weather conditions.
- Must be able to work a forty-hour week plus any extra time the position demands, including standby duty.
- Lifting up to 50 pounds required.
Additional eligibility requirements
- Valid driver’s license.
- Reside within a one-hour response time of work location.
- Willingness to obtain First Aid/CPR certification upon employment.
