Vice President – Military Programs and Business Development
About the role
The Vice President – Military Programs and Business Development is a strategic leader responsible for representing Winchester to senior U.S. Government stakeholders and international military partners. This role drives the strategy to scale Winchester’s global footprint, strengthen strategic partnerships, and deliver sustained growth across government and allied markets.
Responsibilities
- Accountable for the management and execution of Winchester’s Military Programs, including Business Development and full P&L responsibility
- Define and execute Winchester’s domestic military sales growth strategy
- Execute Winchester’s international sales strategy to expand presence, enter new regions, and convert geopolitical and defense priorities into measurable growth
- Cultivate and lead senior-level relationships across the U.S. military, ministries of defense, prime contractors, and partners while serving as the executive lead in high-stakes international negotiations
- Build, lead, and scale a high-performing sales and business development organization, providing strategic oversight of proposals and contracts to ensure competitiveness, executable solutions, and regulatory alignment while collaborating with Winchester manufacturing locations to ensure production KPI’s and objectives align with and support future opportunities
- Lead end-to-end capture efforts for complex government programs, shaping opportunities early and driving disciplined pipeline management to improve forecast accuracy and win rates
- Maintain deep situational awareness of U.S. and global military markets and deliver executive-level insights on budgets, customer priorities, competitive dynamics, and procurement strategies
Requirements
- Bachelor’s degree* in business, marketing, engineering, legal studies or related field; Master’s or MBA preferred
- A minimum of 10+ years of progressive leadership experience exceeding military and international sales goals including new business development, proposal leadership, and contract negotiation
- Proven experience in team development, including attracting top talent, managing a geographically dispersed team, and leading by example to ensure accountability
- Proven ability to build and maintain strong relationships to influence senior external stakeholders, communicate effectively at executive levels, and navigate politically sensitive or high-visibility government discussions
- Knowledge of ITAR/export compliance and ability to guide international pursuits within regulatory boundaries
Qualifications
- Must possess a valid U.S. driver’s license
- This position requires successful vetting as an Employee Possessor in accordance with U.S. Department of Justice and the Bureau of Alcohol, Tobacco, Firearms and Explosives
- This position requires access to ITAR controlled technical data, and as such, employment will be contingent upon the candidate's ability to access ITAR controlled technical data pursuant to an export license approved by the Directorate of Defense Trade Controls, if required
- This position requires successful vetting for unescorted access in accordance with U.S. Army and Department of Defense access policies
- To meet the government-facility requirements, the candidate must be a US citizen
