Utility Line Mechanic - Water/Sewer

Job Overview

Performs responsible semi‑skilled work in the installation, replacement, repair, and maintenance of water and sewer lines and appurtenances. Works as a crew member on construction, installation, and repair projects, operating construction equipment to place water and sewer pipes to specific grades and depths. Operates video cameras to film sewer lines and makes taps to water and sewer systems. Employees work in both indoor and outdoor environments, in extreme hot and cold weather, and are exposed to hazards such as loud noise, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mist, gases, poor ventilation, and oils. Work complies with OSHA standards on blood‑borne pathogens and includes on‑call and call‑back duties. Supervision is regular, with performance evaluated through observation and inspection for adherence to instructions, trade standards, and safety practices.

Responsibilities

  • Operate tapping machine to make water and sewer taps and service connections.
  • Lay water and sewer pipe; adjust pipe to proper grade and depth following stakes.
  • Repair and replace sewer and water lines and related facilities.
  • Install, service, and test water meters and meter yokes.
  • Operate sewer rodder and pressure jet to clear sewer lines.
  • Operate front‑end loader, dump trucks, jackhammers, tampers, pipe threading machines, tapping machines, trenchers, air compressors, and boring machine.
  • Install hydrants, meter valves, clamps, and related pipeline apparatus; set meter boxes; repair and replace fire hydrants.
  • Participate in establishing proper signage and barricades for work‑zone safety.
  • Adhere to safety policies and procedures with other crew members.

Skills

  • Working knowledge of tools, materials, and equipment used in utility line installation, replacement, maintenance, and repair.
  • Familiarity with manual methods and tasks involved in utility line work and appurtenances.
  • Proficiency with common hand and power tools.
  • Understanding of safe operation and preventive maintenance of automotive and mechanical equipment.
  • Knowledge of municipal water and sewer service policies and procedures.
  • Skill in operating loaders, dump trucks, and other construction equipment.
  • Ability to establish and maintain effective working relationships with supervisors, co‑workers, and the public.
  • Ability to read utility line maps, operation and service manuals, and follow oral and written instructions.

Qualifications

  • High School Diploma or GED.
  • Two years or fewer experience in plumbing or general construction, with experience operating heavy and medium equipment and trucks; or an equivalent combination of education and experience.
  • Ability to read and follow utility line maps, operating and service manuals, and written instructions.
  • Possession of a valid North Carolina Commercial Driver’s License (CDL preferred).
