About the Role

This is a part-time, entry/journey-level position performing a variety of general clerical, billing, and customer service duties. Incumbents initially perform routine tasks under close supervision but are expected to gain independence and handle the full range of duties with experience.

Responsibilities

  • Greet the public in person or via telephone, respond to questions, and assist with setting up new customer accounts or modifying existing ones.
  • Represent the City professionally to customers, vendors, and the community.
  • Type and proofread documents, including correspondence, reports, and memorandums from rough drafts or verbal instructions.
  • Perform routine clerical tasks such as filing, documenting records, and answering inquiries about departmental and City policies.
  • Handle difficult or sensitive citizen inquiries and complaints tactfully and effectively.
  • Perform accounting functions, including cash handling, balancing transactions, and processing accounts payable/receivable.
  • Input and retrieve data accurately from City accounting and billing software.
  • Process utility billing, prepare bills for mailing, and manage bank drafts for utility accounts.
  • Print usage reports and create work orders for abnormal usage patterns.
  • Prepare and mail late payment notices, apply deposits to accounts, and issue receipts for payments received in person, by mail, or online.
  • Assist customers with billing inquiries, complaints, and requests for information; research account discrepancies.
  • Prepare adjustments for water, sewer, and refuse services as needed.
  • Generate work orders for connections, disconnections, transfers, and water/sewer taps; sort and file completed and uncompleted work orders.
  • Notify customers of returned checks, prepare adjustments for returned checks, and initiate disconnection for non-payment.
  • Arrange payment extensions for customers and disconnect service if payment agreements are broken.
  • Maintain and update lists of delinquent accounts for disconnection.

Requirements

  • High school diploma or GED with 3 years of cashiering and customer service experience.
  • Valid Texas driver’s license with a satisfactory driving record.
  • Proficiency in reading, writing, and speaking English; bilingual in Spanish preferred.
  • Strong verbal, written, interpersonal, and organizational skills.
  • Experience with Microsoft Office products, general accounting practices, and utility billing software preferred.
  • Ability to type, proofread, and perform routine clerical tasks efficiently.
  • Ability to handle cash transactions accurately and balance accounts.
  • Ability to use personal computers, 10-key calculators, phones, copiers, and fax machines.
