About the role

The Position: Under general supervision, provides supervisory duties in support of transit operations including supervising the fixed-route, Dial-A-Ride and Excursion Bus operations and staff of the City of Commerce's transportation programs.

Responsibilities

  • Supervises the fixed-route, Dial-A-Ride and Excursion Bus operations and staff of the City transit program, in accordance with program policies and procedures and public transit regulations.
  • Investigates and resolves customer complaints and answers customer questions; ensures that clients receive the highest level of customer service possible.
  • Supervises staff through appropriate work oversight; plans, prioritizes, and coordinates work assignments; trains, coaches and instructs employees as required; monitors work, reviews work activities and evaluates performance; ensures that staff maintains safe vehicles, and adhere to policies and procedures for efficient operations.
  • Ensures compliance with safety and service standards; monitors vehicle maintenance status, and recommends vehicle and equipment repairs.
  • Ensures that Bus Operators are ready and prepared for duty, briefed on road conditions and routes, adequately trained and equipped, and are held accountable for duties and responsibilities assigned.
  • Adjusts transit routes as needed to meet driving conditions and staffing availability; oversees DOT testing compliance requirements for Transportation staff.
  • Prepares, reviews and compiles operations reports and program statistics for federal and State reporting; checks drivers' daily logs and mileage; maintains daily records and program counts.
  • Prepares, reviews, and compiles operating and incident reports and program statistics; ensures that all records for inspections, training, and safety are properly maintained.
  • Covers drug and alcohol testing program and employee background checks according to federal and State regulations; reports unsafe acts, accidents and injuries; responds to emergencies as needed.
  • Processes, schedules, and coordinates special transportation requests.
  • Develops or revises policies and procedures.

Requirements

  • Education and Experience: Associate's degree, or completion of 60 semester/90 quarter units, from an accredited college or university with major coursework in business, public administration, transportation or a closely related field.
  • AND Five (5) years of public transportation experience.

Qualifications

  • Required Licenses or Certifications: Must possess and maintain a valid Class B driver's license with passenger endorsement.

Benefit Summary for City Of Commerce Full-Time Employees:

  • Health Benefits: City paid Medical up to a cap of the monthly premium for employees and eligible dependents. Employees may choose from the following insurance plans: Anthem Blue Cross Select HMO, Anthem Blue Cross Traditional HMO, Blue Shield Access+ HMO, Blue Shield Trio HMO, Health Net Salud y Mas HMO, UnitedHealthcare Signature Value Alliance HMO, UnitedHealthcare Signature Value Harmony HMO, Kaiser Permanente HMO. The City pays 100% of the monthly premium for employees and eligible dependents. This benefit includes one eye exam, one pair of lenses and a one-year supply of contact lenses per year.
  • Dental Coverage: Provided by UMR. The City pays 100% of the monthly premium for employees and eligible dependents. The maximum benefit per calendar year per covered person is $4,000. The lifetime maximum benefit for orthodontic expenses per covered person is $4,000.
  • Life Insurance: The City pays Basic Life Insurance coverage for active full-time employees equal to the employee’s annual earnings to a maximum of $150,000. Short-Term Disability Insurance: The City pays for Group Short Term Disability Insurance through Standard Insurance Company for active full-time employees for a weekly benefit of 66.67% up to a maximum weekly benefit of $2,900. The benefit has a waiting period of 29 days, and a maximum benefit period of 180 days. Long-Term Disability Insurance: The City pays for Group Long Term Disability Insurance through Standard Insurance Company for active full-time employees for a weekly benefit of 66.67% up to a maximum weekly benefit of $13,000. The benefit has a waiting period of 180 days, and a maximum benefit period determined by the employee’s age when disability begins.
  • Public Employees’ Retirement System (PERS): Effective July 1, 2025, new CalPERS employee members will be eligible to enroll in the City's 2% @ 62 CalPERS "PEPRA" Retirement formula and will contribute 50% of the total normal cost rate as defined by CalPERS. The employee contribution is currently 9%. A new CalPERS member is defined as an employee who is not a member of CalPERS or is a former CalPERS member who has been out of CalPERS for six (6) months or more. Effective July 1, 2015 "Classic" CalPERS employee members will be eligible to enroll in the City's 2% @ 55 CalPERS Retirement formula and will contribute a 7% employee contribution towards CalPERS Defined Benefit Pension Plan.   • Deferred Compensation: The City contributes $25 per pay period and shall match an employee’s deferred compensation contribution in an amount not to exceed 3% of the employee’s gross salary contribution per pay period.
  • Employee Assistance Program (EAP): The City pays 100% of the monthly premium for the Employee Assistance Program (EAP) through Standard Insurance Company’s Health Advocates for all City employees and their eligible dependents and household members. Service is available 24 hours a day, 7 days a week and includes up to six counseling sessions per issue. EAP is available by phone at (877) 851-1631 and on-line at www.healthadvocate.com/standard6
  • Easy Eight Trip Reduction Program: Employees are eligible to participate in the Easy Eight Trip Reduction Program. Employees who carpool eight (8) days in a month are eligible to receive $25 per month for ridesharing / carpooling.
