TRAINING ADMINISTRATOR

This position is in the Quality Assurance Department of NAVSUBTORP FAC.

About the role

You will direct studies and analyze available data to identify areas that require performance improvement. You will serve as an advisor in training methodologies, develop metrics and strategies that support completion of the Navy’s training requirements, and provide counsel to the PBFT on methods to achieve goals. You will exercise managerial authority to direct, coordinate, and oversee work utilizing contractor training support staff to assure implementation of the goals and objectives of the MK-48 Training System.

Responsibilities

• Identify situational training needs such as procedure changes, identification of safety risks, and employee development topics.
• Analyze the design and development phase and determine root cause of training design weaknesses.
• Administer the command Training and Qualification program.
• Provide mentoring, advice, and counsel to subject matter experts (e.g., area managers) and assist in the creation and implementation of area-specific training plans and learning strategies.
• Coordinate and implement a command training program using MK48 Torpedo Personal Qualification Standards.
• Develop and assess training topics and sessions.
• Assign, monitor, and assess contractor work.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirements must be met by the closing date of this announcement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Coordinating and implementing a command training program.
• Using MK48 Torpedo Personal Qualification Standards.
• Operating under the MK48 Torpedo program training system.
• Developing and assessing training topics and sessions.
• Assigning, monitoring, and assessing contractor work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• Successful completion of a Ph.D. or equivalent doctoral degree.
• Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree.
• Possession of an LL.M., if related.
• A combination of experience and graduate education as described above that equates to one year of experience.

Schedule

• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
• Overtime or night differential pay and/or unusual duty hours may be required.
• The position requires the incumbent to perform Temporary Duty travel out of the commuting area approximately 10% of the time. Temporary Duty does not normally exceed one week in duration.
